A. Government Work To Ban Burning Of Straw Research On Existing Problems And Countermeasures

With the continuous development of China’s agriculture,especially grain production of several years’ income,crop straw resources are also growing Therefore,how to efficient processing straw has become a major issue of the government’s management Rural areas in China,incineration,for straw is often directly caused the pollution of the environment,and negative effect on traffic safety fire prevention etc.Since the government enacted the stalk burning and comprehensive utilization of the related policy,stalk burning management has achieved certain success in China,but there are still a series of problems Grass-roots government at the county level is the main part of the stalk burning management work,how to effectively carry out the work,obtains the good economic and social benefits,has become the primary problem of the government.In this paper,taking Anguo City as an example,according to the agricultural circular economy theory of farmers’ behavior theory and the theory of service-oriented government,using literature research method questionnaire survey method observation method and case study method,the current situation and problems of the management of straw burning prohibition work of Anguo City Government were studied and analyzed,and the relevant countermeasures and measures were put forward.Through the study found,anguo city as a major grain producing areas,increasing of straw resources has brought the problem of straw burning,has also had a comprehensive utilization of straw Anguo city in stalk burning in the process of the work,to take the territorial supervision sent ways and methods of the field management and administrative punishment,sent a large number of rural cadres,to strictly control the behavior of the burning of straw in the rural areas But some villagers prohibition to the government behavior produces a certain resistance,part of the opinions of the farmers is bigger,affect the stalk burning work results.In order to further optimize the straw burning prohibition work of A municipal government,improve management efficiency,and ensure the comprehensive and scientific utilization of straw.From the government’s point of view,according to the relationship between the government,farmers and enterprises,this paper constructs a model of government leading,farmers cooperating and enterprises using.In terms of management,the government needs to accelerate the improvement of the local straw burning ban work system and straw recovery subsidy policy,and provide farmers and related enterprises with information,technology,financial funds and other elements.Strengthen the service to farmers and enterprises,enhance the enthusiasm of enterprises and farmers’ awareness of recycling.In dealing with farmers,the government has increased publicity and introduced preferential policies to encourage farmers to actively cooperate with the government to carry out burning prohibition and recycling work,receive subsidies from the government and enterprises,and gain benefits.It is helpful to accelerate the change of farmers’ previous ideas and set up awareness of environmental protection and recycling.In terms of the connection between the government and enterprises,the government should strengthen the cooperation with related straw recycling enterprises,research and develop relevant technologies,give corresponding guarantees and preferences,constantly improve the efficiency of straw recycling and utilization,reduce costs,form an industrial chain and increase profits.
