The Study On The Impact Of Environmental Regulations On The Adjustment Of Shaanxi’s Industrial Structure

In the context of my country’s economy entering the "new normal",achieving high-efficiency and high-quality economic development has become the development goal of the provincial and municipal governments.This also shows that the contradiction between the construction of a beautiful ecological environment and the development of the regional economy is sharpening.In recent years,Shaanxi Province has entered the ranks of medium-developed provinces,and its economic aggregate has increased rapidly.However,the ecological environment problems are serious and the industrial structure development in some areas is unbalanced.It is necessary to pay attention to ecological environmental protection and do a good job in the coordinated development of the industrial structure.Therefore,in the context of seeking high-quality economic development,it is of great significance to study the impact of environmental regulatory policies on the adjustment of industrial structure in Shaanxi Province.First of all,this article uses Shaanxi Province as the research background to study the impact of environmental regulations on Shaanxi’s industrial structure adjustment and whether it has a threshold effect.First of all,it explains the research background of this thesis,defines and sorts out concepts and theories such as environmental regulation and industrial structure adjustment,analyzes the impact mechanism of environmental regulation on industrial structure adjustment from both micro and micro perspectives,and compares Shaanxi’s industrial structure with The analysis of the status quo of environmental regulations draws the following conclusions:First,the industrial structure and employment structure of Shaanxi Province are incompatible,that is,the number of employees in the three major industries has formed a "three,two,one" model,and the total industrial value has formed a "two,three,one" industry.Structural model;Second,the environmental regulation in Shaanxi Province is mainly based on government administrative intervention and market incentive policies,and the public supervision is the main one.The intensity of environmental regulation has been strengthened,but the extent of enhancement is small.Secondly,based on relevant literature review and analysis of the status quo of Shaanxi Province,based on the establishment of an indicator system for measuring environmental regulations and industrial structure adjustments,the intensity of environmental regulations in Shaanxi Province and the advanced level of Shaanxi’s industrial structure and the level of industrial structure rationalization from 2007 to 2018 are estimated.And build a fixed effect model to explore whether the environmental regulations from 2007 to 2018 have an impact on the advanced and rationalized industrial structure of Shaanxi Province.The empirical results show that:First,environmental regulations have a positive role in promoting the adjustment of Shaanxi’s industrial structure.That is,when the intensity of environmental regulations increases,the level of advanced industrial structure and rationalization of Shaanxi’s industrial structure will also increase—for every increase in the intensity of environmental regulations by 1%,the level of advanced industrial structure increased by 0.04%;for every 1%increase in the intensity of environmental regulation,the industrial structure rationalization index of Shaanxi Province decreased by 0.05%,while the level of industrial structure rationalization represented by it increased by 0.05%.Second,based on the results of the threshold effect test,when the rationalization of industrial structure in Shaanxi Province is used as the explained variable,the threshold effect is not significant;when the advanced industrial structure is used as the explained variable,it has a single threshold effect,but there is no "U"-shaped relationship.Finally,based on the previous research conclusions,policy recommendations for promoting the adjustment of Shaanxi’s industrial structure are put forward:improve Shaanxi’s environmental regulatory policy system;consolidate the foundation for the development of Shaanxi’s industrial structure;improve the construction of Shaanxi’s environmental protection market;and broaden social public participation in adjustment channels.
