| The upgrading of industrial structure is a key link in achieving high-quality economic development.The 14th Five-Year Plan proposes that China should accelerate the development of a modern industrial system and promote the upgrading of the industrial chain.The supply-side structural reform is essentially an industrial policy,and the main goal is to establish a long-term mechanism for a high-quality supply system and promote more production capacity Surplus industries will be cleared out as soon as possible.In recent years,Chinese government departments have taken environmental protection supervision as an important means to eliminate backward production capacity and support the upgrading of industrial structure.It can not only control the adverse impact of industrial development on the environment from the source,promote green and efficient economic development,but also greatly enhance industrial competition.As the implementation of the regional integration strategy continues to deepen,the development of regions has become more and more closely related in space,and the intensity of environmental regulations in various places is easily affected by the effects of neighboring regions.Therefore,in the context of supply-side reforms,exploring the extent of spatial spillover effects on the impact of environmental regulations on the upgrading of industrial structure is of great significance for promoting my country’s industrial chain extension and high-quality economic development.This paper analyzes and sorts out the literature on environmental regulation and industrial structure,using China’s provincial panel data from 2004 to 2018,analyzes the development and spatial distribution of environmental regulation and industrial structure,and examines the global and local Spatial relevance;and on the basis of the mechanism of environmental regulation on the upgrading of industrial structure;the general panel model and spatial econometric model of the whole country and the eastern,central and western regions were constructed respectively to empirically test the spatial spillover effect of environmental regulation on the advancement and rationalization of industrial structure.The research found that:(1)The global spatial Moran’I index shows that there is a positive spatial autocorrelation between environmental regulations and industrial structure upgrades in my country,and the local spatial Moran’I index shows that the environmental regulations and industrial structure upgrades of various provinces also show Certain regional differences,which means that the development level of the industrial structure between provinces is still affected by neighboring provinces;(2)The spatial measurement results show that my country’s environmental regulations will have a spatial spillover effect on the upgrading of industrial structure,and there are regional differences.The details are as follows:First,at the national level,the positive impact of environmental regulations on the advancement of the regional industrial structure is not significant,but it has a positive spatial spillover effect on the advancement of neighboring regions;environmental regulations in the eastern region have a higher level of industrial structure in the local and neighboring regions.The positive impacts of environmental regulation in the central region are significantly positive;the impact of environmental regulations in the central region on the upgrading of local and neighboring industrial structures is significantly negative;the negative impact of environmental regulations in the western region on the upgrading of local and adjacent regions’ industrial structures is both significantly positive.Not significant;second,at the national level,environmental regulations have not significantly promoted the rationalization of the industrial structure in the region,but they have a significant positive impact on the rationalization of the industrial structure in neighboring regions;environmental regulations in the eastern region have a significant impact on local and neighboring regions.The level of rationalization of the industrial structure has a significant positive impact;the environmental regulation in the central region has no significant positive impact on the rationalization of the local industrial structure,and the level of significance of the positive impact on the rationalization of the industrial structure in neighboring areas is also low;the western region’s environment Regulation has no significant negative impact on the level of local industrial structure rationalization,but it can significantly promote the rationalization of industrial structure in neighboring areas.Finally,it puts forward corresponding policy recommendations from four perspectives:giving full play to regional policy synergy,formulating differentiated regional environmental regulatory policies,improving regional factor allocation efficiency,and continuing to deepen supply-side structural reforms. |
