| Public participation in environmental decision-making has changed from passive to active.The demand of the public should be fully considered in environmental decision making to improve the quality of environmental decision making.Therefore,from the perspective of the public,it is necessary to construct a scientific evaluation system to measure the effect of public participation in environmental decision-making.Firstly,this study identified 18 evaluation indicators that affect the implementation effect of public participation through literature review.Based on these 18 indicators,the questionnaire was designed and distributed to the public,and 348 valid questionnaires were eventually recovered.Through factor analysis of 18 indicators,they are divided into four categories: "participation basis","participation mechanism","participation link" and "participation cost".On this basis,a set of environmental decision-making public participation implementation effect evaluation index system is constructed.On this basis,the analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method,the AHP and fuzzy comprehensive evaluation model was constructed,and by yaojiang road(huaihe road ~ Fen henan road)road engineering as an empirical case,used to build the evaluation index system and AHP and fuzzy comprehensive evaluation model of comprehensive quantitative analysis and evaluation of the effect of public participation in the implementation,thus further proves the feasibility and validity of the index system. |
