The human resources of coal chemical enterprises are affected by the traditional management mode,and lack of scientific,standardized,reasonable and effective human resources strategic planning.After Company Z transferred from infrastructure construction to production,the development of human resource management lagged behind,unable to keep up with the changes in the form of enterprise development.The development of the company was restricted by insufficient refined management,unclear work objectives and lack of key personnel.Based on the relevant theories of human resource management and strategic planning,this thesis makes an in-depth study on how to improve and formulate new human resource strategic planning and guide enterprises to walk out of the talent dilemma,in order to provide reference for how to better carry out the strategic management of human resources in coal and chemical enterprises.In this thesis to the connotation of human resource strategic planning requirements and related theory as the breakthrough point,according to the steps of human resource strategic planning,by analyzing the problem of coal chemical industry general human resource planning and management,to carry out the investigation and study of Z company human resource management situation,find the reasons and current situation of human resource management diagnosis to the company.Through interviews and questionnaires,this thesis designed a human resources questionnaire to comprehensively find out the views and expectations of Z Company’s employees on the current situation of human resources management,and do a good job of relevant statistics.Based on literature research,with reference to the theories and models related to the formulation and implementation of human resource planning,and with an eye to the actual development of enterprises,this thesis makes a profound analysis and innovative research on the problems existing in the human resource management of Z Company.Explore Z company in the organizational structure and post system is imperfect,lack of scientific planning management,recruitment management and personnel configuration management difficult to adapt to the company development,lack of incentive compensation management system,performance management is not perfect and cause problems such as,put forward the human resource strategic planning guiding ideology,main goal,and formulate the development tasks and implementation measures and safeguard measures.From Z company human resources management and the present situation of the strategic planning formulated the present enterprise strategic human resources planning and implementation of planning and management of specific measures,designed to help new coal chemical industry enterprise construction organization,optimize allocation of human resources,and strengthen innovation ability,improve the system of personnel training,promoting staff team construction,improve the whole efficiency of human resources,Stimulation of human resources work vitality,and then to improve the human resources management level of coal chemical enterprises for reference,to promote the development of coal chemical industry has important practical significance.
