Remarkable development of human resource planning and management has been witnessed in the coal industry.However,the coal industry have a series of problems including disconnection between planning and reality in terms of talents planning,imbalanced and insufficient talents,and failure to guide the further development of human resources of enterprises.These issues seriously restricted the development of company.After meticulous design of human resources questionnaire,these questionnaires have been distributed to all employees of ZH enterprises.This paper is based on the collected data and conducted statistical analysis of the data which includes finding the human resources planning,human resource management,staff training plan,recruitment,performance appraisal model of human resource management links such as a detailed analysis,finding out problem of the human resources planning.With case analysis and questionnaire statistical analysis,the basis of analysis and research from the angle of strategy maps,the useful enterprise human resources planning problems,and found useful in the planning of the human resources strategy group establishes unscientific,low human capital readiness,key employee turnover rate is high.Combining the theory of human resource planning and strategy mapping,the enterprise strategy map suitable for ZH enterprises is drawn.As for ZH enterprises and relevant coal enterprises,the following references are to be listed.First,find out the way applying strategic map to solve the problems existing in human resource planning.Secondly,based on the framework of strategic map,how to construct the strategic human resource planning system of ZH enterprise.Third,how to set up the enterprise human resources combination group,effectively realize the enterprise strategic goal,build and maintain the enterprise unique competitive advantage.
