China Petroleum Xinjiang OilField Company E has been developed for fifty-five years.Human resource management faces many problems.The Company E has entered the peak period of staff concentrated retirement,while the youth to replace the team does exist significant fault.How to deal with workload increasing and the number of employees a drastic reduction of the contradiction,deal with coming of human resources,a huge fluctuation,staff stability and orderly replacement,to ensure the realization of the goals of the development strategy has been to must be thorough and careful research,planning for the deployment of key moments.This paper will form the Xinjiang Oilfield Company E from 2016 to 2020 for the purpose of human resources planning.To the theory of human resource management,human resource planning theory based,mainly study in oil production plant staff present situation foundation,how the has a more forward-looking and guiding the activities of human resource management,to achieve the optimal allocation of the next five years human resources and other resources,balance of supply and demand to achieve appropriate personnel of the effect of human resources management.According to the present situation of human resources in the Company E,this paper expounds the importance of human resources planning and Research on enterprise development.Combined with various analysis methods,the demand and supply of personnel resources in the next five years are predicted,and the balance between supply and demand is analyzed.Has formulated the practical and feasible plan of human resources planning of the Company E,which has refined the personnel withdrawal plan,personnel supplement plan,personnel allocation plan,personnel training and development plan,personnel incentive plan and so on.At the same time,the implementation of human resources planning in the Company E is proposed and the safeguard measures are given.This paper has certain guiding significance to the practice of human resource planning in the Company E and related oil field enterprises.
