In recent years,environmental protection has received more and more attention from the government.For example,many places in the country have begun to promote and promote the classification of domestic waste,and the central leadership has made important instructions on the classification of waste.It stands to reason that garbage classification should be a good thing for the country and the people.However,the implementation of this policy has caused various social controversies,which makes the research on the waste classification and management work of the grassroots government both quite hot.,And has certain practical value.In addition,different from the unique and regional characteristics of previous case studies of grassroots environmental governance,the universality of waste sorting and remediation means that the governance and evaluation of grassroots governments will encounter new problems.Therefore,the research on the action dilemma and resolution strategy of the grassroots government in waste classification management and evaluation is also an important part of the grassroots government environmental governance research.This article takes the garbage classification and renovation in Y district of a city as an example,and discusses the interaction between the district garbage classification office and municipal departments,sub-districts and townships,and other district-level departments in the garbage classification management and evaluation work.It summarizes the difficulties faced by the District Waste Classification Office in the process of responding to higher-level evaluations,evaluations of lower-level and peace-level departments,and evaluation and cooperation with other district-level departments,and analyzed the reasons and how the District Waste Classification Office resolves different dilemmas.And the different action strategies adopted.The study found that the district waste sorting office does not adopt a fixed pattern to mechanically complete its tasks,but uses a "swing strategy" to dynamically balance the relationship with the upper,lower and level departments,and then make different actions.To adapt to changes in the external environment: When responding to the assessment,if the higher-level assessment is in a relatively loose state,the district waste sorting office will adopt conventional methods such as balanced response and flexible response.If the higher-level evaluation becomes stricter,such as the municipal self-examination during the creative inspection period,the district waste sorting office will adopt more cautious methods such as collusion and over-response;in the implementation of the evaluation,it is faced with the unity of the system and governance.For the contradiction between the differences,the district waste classification office adopts the strategy of "doing both soft and hard",letting it play,and acting passively to evaluate the sub-districts and towns.In the evaluation of the level department,the district waste classification office has turned the evaluation into a "walk through" due to the avoidance of responsibility of the two parties and its own limited law enforcement power;when evaluating cooperation,the district waste classification office needs to consider how to balance" The two bureaucratic logics of "task completion" and "political union"-when it can get the support of formal organizational power in the process of completing its tasks,it will strive for formal cooperation with other district-level departments,otherwise it will adopt Informal cooperation and even abandon the way of cooperation to avoid confrontation with other district-level departments.
