| In recent years,with the development of social economy,people’s living standards have gradually improved,and their sense of happiness and gain has been generally enhanced.However,in the process of economic development,we also see that the ecological environment we rely on for survival has been seriously affected by human activities.Whether it is the air,water or soil,various kinds of environmental pollution events occur frequently.Ecological environmental protection is a long way to go.The 18 th CPC National Congress also included ecological progress in the "five-sphere integrated" overall plan,which set higher and stricter requirements for ecological and environmental protection.As the important grasping hand of ecological environmental protection,to realize effective environmental governance,the necessity and importance of environmental law enforcement is becoming increasingly prominent,as the main battlefield of environmental law enforcement,the grassroots level whether it is in place or not to our country’s environmental protection and supervision work shall not be overlooked.Under the new situation,how to improve the conditions of environmental law enforcement at the grass-roots level and comprehensively enhance the capacity of environmental law enforcement at the grass-roots level is a big test for the ecological environment department at the grass-roots level.This study takes A County of Guangxi as a case study,and based on the holistic governance theory,attempts to construct a deepening path from "fragmentation" to "wholeness" of grassroots environmental law enforcement.Firstly,the concept of grassroots environmental law enforcement and related theories are defined.Secondly,the status quo of grassroots environmental law enforcement in A County of Guangxi is summarized and analyzed.The practical problems existing in grassroots environmental law enforcement in A county are understood and analyzed mainly through field interviews.According to the research,the main problems in the practice of grassroots environmental law enforcement in A County are as follows: the relationship between duties and responsibilities is fuzzy,resource allocation is fragmented,law enforcement procedures are segmented,and information barriers are serious.In view of the above problems,the author analyzes the causes from the aspects of operation mechanism,resource investment,law enforcement reform and information construction,and draws lessons from the domestic and foreign advanced regional environmental law enforcement experience,combined with the holistic governance theory,puts forward four solutions: first,explore the system construction,promote the construction of holistic government;Second,reasonable allocation of resources to build a holistic law enforcement team;Third,optimize law enforcement methods and build a holistic law enforcement model;Fourth,strengthen the flow of information and build a comprehensive information system.Through the targeted solutions,the aim is to eliminate the fragmentation of A county’s grassroots environmental law enforcement,and provide certain reference for improving the efficiency of our grassroots environmental law enforcement. |
