| From 2010 to 2019,the development trend of China’s construction industry is good,and the supporting role for national economic development is increasing year by year,but the safety form of China’s construction industry is more severe.From 2009 to2019,there are 6712 construction safety accidents in China,with 8098 deaths.In 2019,there are 773 housing and municipal engineering production safety accidents,with 904 deaths,setting the highest record in nearly 10 years.Therefore,how to improve the safety management efficiency of construction industry is worth studying.In order to explore the current situation and evolution characteristics of safety management efficiency in China’s construction industry,it aims to find out the main factors affecting the safety management efficiency of China’s construction industry,and the basis for formulating relevant countermeasures.In this paper,the time series analysis method is used to show the safety development status of China’s construction industry,and the DEA method is used to evaluate the safety management efficiency of China’s construction industry;the DEA-Malmquist method is used to explore the change characteristics of safety management efficiency of China’s construction industry from 2010 to 2019,and the grey correlation analysis method is used to identify the main impact of safety management efficiency of China’s construction industry factor.The main conclusions are as follows:(1)There are four main types of safety production accidents in China’s construction industry: "falling from height","object strike","earthwork and foundation pit collapse","lifting machinery accident".Among them,the major accidents are "earthwork and foundation pit collapse","lifting machinery injury","building reconstruction,maintenance and demolition collapse".(2)In 2019,the overall safety management efficiency of China’s construction industry is low(0.655),which is mainly affected by the pure technical efficiency(0.603),and the scale efficiency has little influence on it.(3)The regional differences of safety management efficiency of China’s construction industry show that the eastern region is the best;the central region is the second;the western region is the worst,and the northeast region is the worst.(4)From 2010 to 2019,the safety total factor productivity of China’s construction industry is on the rise as a whole.The driving force comes from the progress of industry technology,and the resistance comes from the decline of safety management efficiency.That is to say,during the study period,the overall safety management efficiency of the construction industry in China showed a downward trend.(5)The factors that have a greater impact on the safety management efficiency of China’s construction industry are: total assets of enterprises,safety technology level,government R & D investment and enterprise efficiency.However,the government safety regulation intensity and the number of employees have little influence on the safety management efficiency of China’s construction industry.According to the research conclusions,six measures to promote the efficiency of safety management are put forward:(1)strengthen the safety education and training of employees;(2)encourage regional construction enterprises to become bigger and stronger to realize intensive development;(3)strive to improve the safety technology level of construction enterprises;(4)the government should increase the R & D investment in the construction industry;(5)implementing fine management to improve enterprise benefit;(6)increase the technical exchanges and cooperation among the four major economic zones,and strive to achieve the coordinated development of construction safety management in the four regions. |
