Construction industry is a very important part of our national economy.Although the construction safety management of our country has achieved remarkable results in recent years,the safety management is still in the extensive state as a whole,and the construction safety management problem is still facing a severe situation.In the process of production and construction,blindly increasing the input of safety management resources will not necessarily reduce the occurrence of safety accidents,sometimes lead to the waste of resources,resulting in the situation of enterprise safety management efficiency is not optimistic.To understand the mechanism of the impact of safety management input resources on the safety management efficiency in the construction process is an important issue to be considered by the state and enterprises when formulating relevant policies and strategic objectives.In addition,due to the vast geographical area of our country,the social and economic development of provinces and cities(autonomous regions)will also be affected by factors such as geographical space,resulting in the spatial differences and relevance of the safety management efficiency of construction industry in different provinces.Therefore,this paper discusses the safety output efficiency of safety input resources in China’s construction industry,and analyzes its spatial distribution characteristics,so as to provide reasonable decision-making basis for the classified guidance and refined management of safety management in China’s construction industry.In this paper,referring to the evaluation methods of construction safety management and considering the systematic and multi factor influence of the construction industry itself,we use DEA analysis model and Malmquist TFP index method to study the change and decomposition of static efficiency and TFP in 31 provinces(cities)of China from 2008 to 2017 from the overall and regional levels Based on the research results of safety management efficiency,using the theory of spatial econometric analysis,this paper analyzes the spatial correlation of safety management efficiency in each province of China,and obtains the spatial pattern distribution characteristics of safety management efficiency in China and the reasons for its formation.The research results show that the overall level of China’s construction safety management efficiency is not high,and the efficiency of total factor safety management has declined slowly in recent years,among which the pure technical efficiency is at a high level,with a small increase,the scale efficiency level is low and has the characteristics of periodic change,which is also the main reason for the low management efficiency;after the provinces are classified into regions,it is found that: The level of comprehensive efficiency and scale efficiency in the eastern and central regions is in the upper middle,followed by the western and northeast regions.The technological progress in each region is in good condition and the gap between them is gradually narrowing,while the scale efficiency index shows a downward trend in the research period.Further analysis of the construction safety management efficiency in each province(autonomous region)shows that it has a spatial distribution The characteristics of agglomeration,such as the central and eastern part of China and some coastal areas,are mainly high-level agglomeration.Finally,according to the analysis results of safety management efficiency and the study of spatial distribution characteristics,the paper puts forward countermeasures and suggestions such as reasonably expanding the scale of construction industry,strengthening the rational allocation of resources and the use of science and technology,and strengthening the cooperation and exchange between provinces.
