Safety in production in coal mines is related to the benefit of enterprises,the safety of employees and the image of the country.The insufficient investment in safety resources has brought hidden dangers to safety in production,and the over-investment in safety has led to a decline in the benefit of enterprises,therefore,it is of great significance to study the safety management efficiency of coal enterprises.A large coal enterprise Energy Company Limited(Abbreviation: China Shenhua)is China's largest listed coal company(Stock Code: 601088),is a flag of China's coal industry.In order to scientifically evaluate the safety management efficiency of Shenhua in China,find out the problems existing in the safety management efficiency of enterprises,find out the factors affecting the safety management efficiency,and put forward the countermeasures and suggestions to improve the safety management efficiency of enterprises.Based on the data published in the annual reports and social responsibility reports of Shenhua listed companies from 2007 to 2019,this paper constructs a safety management efficiency evaluation model by using the Data envelopment analysis method,and quantitatively evaluates the safety management efficiency of Shenhua listed companies,and the main influencing factors of safety efficiency were found by grey relational analysis.The results show that:(1)During the research period,the safety management efficiency of a large coal enterprise in 2018 is relatively ideal,and that in 2015 is not ideal.The average value of safety management efficiency of a large coal enterprise is 0.971,and the utilization efficiency of safety input resources is only 2.9% of multi input,and the enterprise safety management efficiency is relatively good.However,due to the large size of a large coal enterprise,the absolute amount of more investment in safety is still very considerable.Taking the input index of "safety production cost" as an example,an average of 118.3 million yuan is invested in safety production of a large coal enterprise.The average pure technical efficiency is 0.98,and there is only a 2% gap between the safety output and the ideal output frontier,which indicates that a large coal enterprise has done a good job in safety technology and safety management.According to the data of 13 years,a large coal enterprise has been in a state of no growth in safety management efficiency for 7 years,among which 4 years are related to no increase in pure technology,and 7 years are related to no increase in scale.All of these are caused by excessive scale of safety investment.(2)The main influencing factors of enterprise safety management efficiency are "the level of mining and excavation mechanization","the death rate of one million tons","the proportion of engineering and technical personnel" and " production safety fee" However,the indexes such as "safety training attendance","total assets" and "net profit" have relatively little influence on safety management efficiency.(3)enterprises should increase the level of mining and mining mechanization,reduce the mortality rate of one million tons,increase the proportion of engineering and technical personnel,optimize the use of safety production costs,strengthen technological innovation,and improve the matching degree of safety resources input of enterprises,reduce the redundancy of security resource input to improve the efficiency of security management.
