Study On Supervision Of Local Governments In Dongying’s Atmospheric Environment Management

In recent years,with the people’s quality of life has improved significantly,the people have been eagerly looking forward to a better life.One of the most important aspects is the yearning for the clear water,blue sky and harmonious ecological environment.However,the current urban atmospheric environment governance is still facing severe challenges.On the one hand,for a long time,the focus of social development has been mainly on economic construction,but the development of ecological environment has been ignored,resulting in the increasing urban environmental pollution;on the other hand,the construction of urban air environment supervision system and supervision team in China is relatively late,the strength of early environmental protection institutions is weak,and the air pollution is increasingly serious.Based on this,the urgent task is to urge the government to change the concept of ecological environment construction,organize and coordinate the relevant functional departments for supervision and governance,so as to achieve the purpose and requirements of atmospheric environment supervision and improvement.Taking the resource-based city-Dongying as an example,this article objectively analyzes the status quo of Dongying City’s atmospheric environment and the status of local government supervision in atmospheric environmental governance.However,the current atmospheric environment quality supervision is still difficult to reach the ideal level.The main reasons are: local governments face insufficient legal basis in the atmospheric environment supervision,the supervision system is not sound,the supervision is difficult,and the supervision shortage caused by insufficient supervisors The phenomenon is serious,the construction of environmental infrastructure is lagging behind and the level of intelligence is low,and the public participation is not enough.On this basis,it analyzes the specific countermeasures for the problems of government supervision in the atmospheric environmental governance of Dongying City,and proposes environmental supervision important suggestions in five aspects:implement local legislation as soon as possible,improve the existing supervision system and assessment mechanism,establish a grid supervision system,increase investment in facility construction,and improvement of corporate and public participation mechanisms to stimulate joint efforts in environmental supervision.Finally,combined with the development of Chinese society,an urban atmospheric environment monitoring system was constructed to improve the level of local government supervision and provide scientific guidance for the smooth development of later atmospheric environment supervision and governance.
