Good ecological environment is the premise and foundation for the sustainable development of regional economy and society.The plateau ethnic areas in China are very important ecological functional areas.The vulnerability of ecological environment greatly restricts the economic development of plateau ethnic areas,so it is urgent to strengthen the ecological governance in this area.However,while strengthening the ecological environment governance,we can’t ignore the livelihood of farmers.Ecological environment is closely related to the production and life of farmers in plateau minority areas,and the production and living conditions of farmers in the plateau are greatly dependent on the natural environment.So,ecological governance will inevitably have various impacts on the livelihood of local farmers.When the livelihood of farmers is damaged,and it is difficult to get effective compensation for the loss,farmers will increase the ecological environment destruction again,which will results in frequent ecological environment damage behaviors,such as overgrazing and over hunting,and resulting in a bad cycle between ecological governance and farmers’ livelihood,and greatly reducing the effectiveness of ecological governance.Based on this,this paper takes Y County of Qinghai as an example to analyze the relationship between ecological governance and farmers’ livelihood,and analyzes the dilemmas,reasons and paths of coordinated development between ecological governance and farmers’ livelihood.This paper can be divided into five chapters: the first chapter is the introduction chapter,which mainly combs the reasons,current situation,significance and possible innovation points of the topic.The second chapter is the theoretical preparation chapter.This chapter first defines the concept of ecological governance and farmers’ livelihood;then it puts forward the theoretical basis of this paper,including public choice theory,sustainable development theory and sustainable livelihood analysis framework;finally,the basic situation of the research case,ecological governance,etc.are described in detail.The third chapter uses the descriptive statistics method,taking Y County of Qinghai as an example,analyzing the relationship between ecological governance and farmers’ livelihood,including the impact of ecological governance on the livelihood capital,livelihood strategies and livelihood results of farmers,the attitude and view of farmers on ecological governance,and the possible contradictions between ecological governance and farmers’ livelihood.The fourth chapter analyzes the dilemmas and reasons of the coordinated development of ecological governance and farmers’ livelihood in plateau ethnic areas,and discusses the ecological policy of the government,the degree of coordination and cooperation among government departments,the financial situation of grass-roots government,the main consciousness of farmers’ ecological governance and farmers’ livelihood behavior.Chapter five is the chapter of countermeasures and suggestions.This chapter,combined with the contents of the previous chapters,puts forward some opinions on the coordinated development path of ecological governance and farmers’ livelihood in plateau ethnic areas,including perfecting the coordination and cooperation mechanism among government departments,constructing green fiscal revenue and expenditure system,formulating ecological policies that are in line with the people’s wishes,perfecting ecological compensation policies,vigorously cultivating and developing green areas in plateau ethnic areas Color ecological industry,etc.Ecological governance is a good thing for the long-term development of farmers in plateau ethnic areas.However,in recent years,there are still a series of contradictions between ecological governance and farmers’ livelihood.For example,ecological governance may limit the traditional living space of farmers in plateau ethnic areas to some extent,while the traditional livelihood mode of farmers may aggravate the vulnerability of ecological environment and restrict the process of ecological construction in plateau ethnic areas.Therefore,the relationship between ecological management and farmers’ livelihood should be fully attached to the plateau national areas.From the perspective of farmers,we should formulate and implement ecological policies conducive to the long-term development of the ecological environment and farmers’ livelihood,so as to mobilize the collective participation of local farmers,and promote the coordinated development of ecological governance and farmers’ livelihood.
