China has been committed to developing low-carbon economy and reducing carbon emissions.As one of the basic and pillar industries of China’s economic development,logistics industry has significant influence in reducing the energy consumption and carbon emissions of the whole society.In this context,it is an important theoretical issue to analyze the impact of the low-carbon pilot policy on carbon emissions of logistics industry.Whether the low-carbon pilot policy has an impact on the carbon emission level of logistics industry is lack of scientific evaluation.This paper takes the provinces and municipalities where the first and second batch of low-carbon pilot areas are located as the research object,based on the relevant data from 2008 to 2017,uses the multi-phase double difference method to evaluate the impact of low-carbon pilot policies on carbon emissions of logistics industry.The results show that the CO2 policy of the pilot provinces has a significant inhibitory effect on the CO2emission of the logistics industry.The total carbon emissions of the logistics industry in the pilot provinces and cities have decreased by about 4.87%,and the carbon emission intensity of the logistics industry has decreased by 0.0011 units.All the results have passed a series of robustness tests.At the same time,the effect of low-carbon pilot policy on the eastern,central and western regions is different.The results show that the inhibition rate of total carbon emission is about 3.43%in the eastern region,0.000216 unit in the central region,7.47%in the central region,0.0031 unit in the carbon intensity and 0.000216 unit in the western region.is about 4.7%,and the inhibition effect on the carbon emission intensity of western logistics industry is not significant.This paper discusses the reasons why the effect of low-carbon pilot policy has regional heterogeneity from four aspects of economic level,industrial structure,Carbon emissions and excreta storage get some action The results show that the implementation of low-carbon pilot policy in areas with high proportion of logistics industry can significantly reduce the carbon emissions and carbon emission intensity of logistics industry.Carbon.region The level of economic development is low,Low carbon pilot policy can only significantly reduce the carbon intensity of the automobile industry.Even in the pilot of low-carbon policy,it can also reduce the carbon emissions and carbon intensity of the logistics industry.Where CO2emissions are significantly reduced.Low carbon and carbon intensive logistics policies can significantly reduce carbon dioxide emissions at the same time.while for densely populated areas,the low-carbon policy can only reduce the carbon emissions of logistics industry to a certain extent.Finally,based on the above analysis,this paper expounds the reasons for the regional heterogeneity of policies in the eastern,central and western regions,and puts forward some policy suggestions for the implementation of low-carbon pilot in China,including expanding the scope of low-carbon pilot.Promote the construction of low-carbon cities,strengthen the construction of low-carbon cities,optimizing the energy structure of the logistics industry,vigorously developing low-carbon technologies,and formulating reasonable low-carbon policy objectives of the logistics industry.
