Research On Government Supervision In PPP Mode Of Hazardous Waste Disposal In Shaanxi Province

Under the background of development of ecological civilization in China,the environmental problem has become an issue that cannot be ignored.As the acceleration of China,s industrial development and the updating of industrial transformation,the amount and types of hazardous wastes are increasing on a large scale.In the meantime,in order to maximize profits,enterprises may illegally dispose hazardous wastes and accelerate the possibility of environmental events.Because of its particularity,hazardous waste disposal has always been a public project under the unified management and construction under the government policy.In the new period,social capital participates in the construction and operation of hazardous waste disposal deeply because of working hard of market economy and the change of government role.The development of PPP mode of hazardous waste disposal in Shaanxi Province solves the problem that the construction of hazardous waste disposal sites and transfer investment are huge,which is benefit for the government that is lack of financial funds,that makes the hazardous wastes hard to solve,and makes new ways for social capital which pays attention to their interests in public affairs.However,due to the diverse forms of PPP mode,most gaps are always exist in study and practical of PPP mode in Shaanxi Province and China.In addition,there are also some shortcomings in the application process of the government,such as rigidity and rigidity.As a result,good projects end up in failure.In order to dispose the hazardous waste in the safely and regulated,and promote the development of PPP mode in Shaanxi Province,it is vital for government supervision.I use the literature research method,survey research method and comparative research method in this article,the main perspective founded on government supervision.After reading a large number of documents,through investigation and research on the development of hazardous waste disposal PPP mode and government supervision in Shaanxi Province,respectively The main body of government supervision,government supervision laws and policies,and government supervision methods analyze the current problems in the PPP mode of hazardous waste disposal in Shaanxi Province.Take comparative research method to sort out domestic and foreign research experience,locate the role of Shaanxi provincial government supervision,comprehensively analyze the general rules,and put forward countermeasures and suggestions for the problems of Shaanxi provincial hazardous waste disposal PPP mode government supervision.Through the research on the government supervision of hazardous waste disposal PPP mode in Shaanxi Province,the countermeasures are proposed as follows: First,clarify the status and ideological understanding of government supervision,improve execution,establish independent PPP regulatory authorities;Second,strengthen the construction of the system,use the policy tools reasonably;The third is to optimize government regulatory methods research,from strengthening government supervision of full process management;strengthen government performance agreement,improving the information platform,expanding information sharing,and playing research media supervision.
