Study On The Problems And Countermeasures Of Taizhou Municipal Goverment’s Hazardous Waste Treatment

On November 2,2021,the central committee of the communist party of China and the State Council’s opinions of deeply doing the tough war of pollution prevention were issued.The opinions clearly requires all localities and departments to play well the role of hazardous waste pollution prevention,to coordinate city development and solid waste management,to improve the long-term mechanism for the prevention and control of environmental pollution by solid waste,to steadily push forward the "no waste city"construction.Hazardous waste management is a key link in the construction of "no waste city",which plays a vital role in creating a beautiful,livable and clean ecological environment for the whole society.In recent years,the illegal landfill of hazardous solid waste in Taizhou has been reported by mainstream media successively,and this not only goes against the current idea of economic development and ecological environment improvement,but also fully exposes the local government’s problems in hazardous waste management.The illegal landfill of hazardous solid waste not only causes serious damage to the surrounding natural environment of the landfill area,but also causes great harm to the health of local residents.It has great significance to improve the city’s hazardous waste treatment by comprehensively improving the city’s hazardous waste treatment status,reducing the problems produced during the procedure of hazardous waste treatment by current government,promoting the main effects of the government’s hazardous waste treatment.And it also plays a basic role of complete the target of "no waste city"construction during the 14th Five-year Plan period.With the help of government regulation theory,collaborative governance theory and externality theory,basing on the Jiangsu Province Hazardous waste dynamic management information system,by using methods of literature research and case study,this paper mainly studies the current situation of hazardous waste treatment by Taizhou.The study finds that the following problems still exist in the management system,management order and management capacity of hazardous waste,which are regional policies and regulations lack,law enforcement effect not obvious,multiple management and blind areas of governance phenomenon existing,hierarchical and classified management not implementable,comprehensive disposal project planning and construction lagging,emergency response not in time,and infrastructure construction imperfect.The main reasons for the problems are as follows:insufficient supply of pollution prevention and control system,unsound structure of law enforcement organization,overlapping functions,blind spots of supervision,too homogeneous responsibilities,lack of government guidance,difficulty in changing the role of "economic man" and insufficient investment of government and social capital.In view of the problems and causes found in the study,the following countermeasures are put forward:the first is to improve the policies and regulations of hazardous waste management;the second is to strengthen the construction of law enforcement team;the third is to clarify functional boundaries and strengthen departmental linkage;the fourth is to deepen vertical reform and eliminate blind spots in supervision;the fifth is to strengthen the classification and control of hazardous waste;the sixth is to strengthen the source control and rationally plan layout;the seventh is to increase the weight of environmental governance in political performance evaluation indicators;the eighth is to actively promote the construction of a centralized collection system for hazardous waste.This study has enlightenment significance for strengthening the construction of ecological civilization city and "no waste city".
