Base on the investigation and analysis to the Liaohe River.Select indicators of the Gini coeffient f ater environment, water environment capacity of inter-district allocation plan, the administrative section of the junction of water quality standards compliance, Proposed the ecological compensation calculation model which based on water rights and the GDP contribution of the whole basin.First, analysis the Liaohe basin; and then calculated the Gini coefficient based on water environmental capacity, GDP contribution of the water environment and population Find the COD emissions standards according to the optimization equation of the Gini coefficient sum, According to the difference between Emissions standards and actual emissions, the price of unit COD, this paper calculates the amount compensation of each administrative unit.
