Research On The Embedded Governance Dilemma And Countermeasures Of Rural Domestic Waste Classification

The classification of rural domestic waste is the front link of rural domestic waste management,which is of great significance to promote the utilization of rural garbage resources and promote the construction of rural ecological civilization.As a new perspective of the study of rural domestic waste classification,embedding governance can provide useful thoughts and feasible plans for the current classification and treatment of rural domestic waste.Based on the theory of embedding governance and taking some rural domestic waste classification demonstration villages in Hubei Province as an example,this paper studies the current situation,problems and improvement strategies of rural household waste classification and treatment.Through analyzing the basic situation of the existing rural domestic waste classification,it is found that there are four problems in the implement process of the classification,including fund guarantee,environmental improvement,incentive methods and environmental consciousness.The more obvious problems are:(1)the main body is lack of responsibility and the participation of all parties is insufficient;(2)The lack of cooperation among the main bodies has little effect on governance.Generally speaking,there are three embedding governance dilemmas in the current rural household waste classification and treatment:(1)the main dilemma is the weak awareness of garbage classification of farmers;(2)The institutional dilemma is mainly reflected in the fuzzy rules of waste sorting and treatment;(3)The public dilemma is mainly reflected in the lack of capacity of garbage classification and treatment.The case study of some rural domestic waste classification demonstration villages in Hubei Province shows that there are successful experiences in promoting the awareness of garbage classification of the villagers’ garbage,innovating the reward and punishment mechanism,and promoting the participation of various parties.It provides a feasible way to solve the problem of embedding management of rural household waste classification.Based on this,in view of the embedding governance dilemma of rural domestic waste classification,this paper puts forward four countermeasures and suggestions: first,to cultivate the awareness of villagers’ garbage classification to effectively connect the main governance subjects of all parties;Second,we should standardize the rules of garbage classification and treatment by defining the rules;Third,we should improve the governance ability by remolding the public nature of the countryside;Fourth,we should regulate the garbage classification behavior by improving the reward and punishment mechanism.
