Study On The Government Management Of The Classification Of Domestic Waste In S District Of Foshan City

With the acceleration of urbanization,the annual growth rate of garbage in China has reached about 9%.More than 1 / 3 of the cities in China are trapped in the garbage siege.How to break through the problem of "garbage siege" by the government has become a thorny problem in China's economic and social development.In 2019,general secretary Xi Jinping made important instructions on garbage sorting work,emphasizing the implementation of garbage classification,which is related to the living environment of the broad masses of the people,and the conservation and use of resources.It is also an important manifestation of the level of social civilization.According to the survey report on citizens' ecological and environmental behavior(2019)released by the Ministry of ecological environment,more than 90% of the respondents realized the importance of waste classification,but only about 30% of the respondents thought they did a good job in waste classification,that is,waste classification exists in the phenomenon of "high recognition and low practice".Since the S district government of Foshan City started to gradually promote the classification of domestic waste in 2011,it has also faced some governance difficulties.This paper uses literature analysis,participatory observation,interview and other methods to sort out the government governance process of domestic waste classification in S district of Foshan City,and finds that there are four main problems: first,the standard of domestic waste classification is not uniform,and the goal is not sustainable;second,the organizational structure of separation and classification has not been formed;third,the participation and guidance of social subjects and market subjects are insufficient;fourth,the system of domestic waste classification,collection,transportation and treatment It needs to be improved.Based on the experience of domestic and foreign domestic waste classification,this paper puts forward the idea of improving the domestic waste classification government governance of Foshan s district and other county-level governments: first,formulate practical domestic waste classification policies according to local conditions,refine the task time nodes in line with the local reality on the basis of strict compliance with the national standards;second,form the domestic waste classification and reduction by diversion The third is to promote the multi governance approach of domestic waste classification,and to expand the space for social forces to play a role from the bottom to the top,so as to achieve the purpose of collaborative governance;the fourth is to build a complete life The system of classified collection,transportation and treatment of living garbage,promotion of network appointment and door-to-door recycling of garbage,realization of the whole process tracking management of transportation links,ensuring the effective treatment of all kinds of garbage terminals,and exploration of the reform of garbage treatment charging system.
