Since the party’s 18 th,under the leadership of General Secretary of the CPC Central Committee in xi,to ensure that the "five one" macro layout in the whole advancement,the coordinated development strategy of "four comprehensive" layout,construction of ecological civilization as one of the indispensable large plate,constructed many new strategy,a new method,xi jinping,ecological civilization thought formed because of this,Its essence is to maintain a harmonious coexistence between man and nature,protect the ecological environment,promote green development and build a beautiful China.The rural revitalization strategy first emerged in the report to the 19 th National Congress of the Communist Party of China in 2017,which identified issues related to agriculture,rural areas and farmers as crucial to the work of the whole Party.The 2018 Government report once again highlighted the need to step up the implementation of rural revitalization strategies.Speaking at the Commission for Deepening Overall Reform of the CPC Central Committee,Xi stressed the need to modernize China’s governance system and capacity,and push forward the building of national institutions and governance system through reform.In today’s era,the construction of ecological civilization,rural revitalization and improvement of national governance capacity have become the main theme.Based on this,in the process of building modern countryside,ecological environment governance has become a key topic,and it is imperative to improve the ability of rural ecological environment governance and build a corresponding governance system.In recent years,with the accelerating pace of urbanization and industrialization construction in M County,the ecological environment that rural society has to deal with has become increasingly severe.As the environment becomes more and more complex,it is necessary to optimize and reform the current environmental governance system and mode,so as to adapt to the current changeable environmental governance situation.M County is in the process of environmental governance transformation at the present stage.This paper first elaborated the background and significance of rural eco-environmental governance.Based on the summary of the current exploration of rural eco-environmental governance at home and abroad,ecological environmental governance in M County was taken as a typical case to determine the means and content of this study.Secondly,it defines the concepts of ecological environment,rural ecological environment,ecological environment governance and other related concepts,explains the sustainable development,collaborative governance of ecological security and other theories,laying a theoretical foundation for this paper.Thirdly,based on the analysis of literature and field investigation and interview,according to the results,the means and effects of M county’s ecological environment management in the past three years are summarized.Based on the real ecological environment of M county,it is found that M county in S city has achieved remarkable results in rural ecological environment governance.However,problems still can not be ignored,the main problem is lack of cognitive thought collaborative governance concept,collaborative management insufficiency,the environment coordination management mechanism is not scientific and reasonable,the resources to raise the same problems,the problems not only severely limited the city S M county rural ecological environment governance effect,also affect its quality improvement,to be resolved.Finally,based on the city S M county ecological environmental problems,and combined with the actual situation of S city M county,said county rural environmental governance must strengthen the theory of multiple governance ideological cognition,together with the multivariate main body behavior,build cooperative governance mechanism,and strengthen resources and funding aspects such as perfect synergy mode,pay attention to do adjust measures to local conditions to control environmental pollution problems,It can help M County government improve its ability in rural environmental governance,standardize,scientize and institutionalize the environmental governance system,and further accelerate the construction of rural ecological civilization in M County,so as to achieve the strategic goal of rural revitalization.
