In recent years, natural disasters happen frequently and destructive effect and affectedarea are strong and wide. the government (the central government and local goverment) putinto the excesive and intensive funds for post-disaster reconstruction project. However, theproject assessment work develops slowly in our country which exists many inadequacies anddeficiencies. The provincial governments in central and western regions which have morenatural disaster with no corresponding policy documents, to a certain extent, lagging behindthe assessment work of post-disaster reconstruction project and going against subsequentrecovery and operation the re-construction projects. Post-disaster reconstruction project hasthe characteristics of time tight, investment density, great in number and staioning scatteredand relative higher construction standards.In order to use the limited government reconstruction funds (central govement and localgoverment) produce the best possible result, the assessment work of the post-disasterreconstruction project is particularly important. Based on this, the paper toward the existingfoundation of system of post-project assessment in to our country and other countries andregions and combined with the features of post-disaster reconstruction project carry on aresearch aboutt the complex assessment index system of the post-disaster reconstruction.This paper firstly analyze the post-project assessment in other countries and regions andour country which conclude that the our country ’s project assessment of reconstruction isalmost in blank space, that is to say, structuring a set of assenssment index system ofreconstruction project is imperative under such circumstance. Second, introduction about therelated basic theory of assessment on engineering construction projects, including the researchscope in this text, the demarcation on the definition of both the post-disaster reconstructionproject and assessment of post-disaster reconstruction project, and the introduction of relevantmethods in this text and the use of software. Thirdly, by the Delphi method and questionnairesurvey(appendix A, B), according to the principle of the assessment index setting ofpost-disaster reconstruction project for its preliminary design and screen and finally establishassessment index system consistis of the first-class, second-class,and third-class indexes inwhich there are5first-class indicator,11second-class indicators and26third-class indicators.Fourthly, using Analytic Network Process (ANP), according to the relationship between theindicators and using Super Decisions software (Super Decisions) calculate the weight of eachindicaort. In the fifth part of the paper, take the reconstruction project in Shifang as a example,applying the designed assessment index system and corresponding weight in this text which ismentioned above and import the Fuzzy Comprehensive Evaluation Method evaluate andanalyzes the worthy and fail part of this project. At last, this paper sums up and points out thedeficiencies.
