China’s economic development has entered the new normal,began to gradually change the mode of development,the concept of green development and high-quality economic development,improve the quality of economic growth as the goal,improve the overall efficiency of economic development.Urban cluster is an important space carrier,which has become the main place of regional economic development in our country.The coordinated development of Beijing,Tianjin and Hebei is a major strategic deployment made by the CPC Central Committee in reviewing the situation,but it needs the government to play an important role in the face of a series of "sufferings" caused by the scarcity of space,such as traffic congestion,high housing prices and environmental pollution.By realizing the three-dimensional integration of economic angle,market angle and ecological angle,using the division of urban functions as an intermediary variable,this paper studies the influence between Beijing-Tianjin-Hebei environmental regulation and green total factor productivity,and better explains the connotation of high-quality development of government market and economy.This paper selects 13 cities of Beijing-Tianjin-Hebei City Group from 2004-2017 as a sample,explores the relationship between environmental regulation,urban functional division of labor and green total factor productivity,and through the establishment of the intermediary model of space Dubin for empirical research,it is concluded that: Beijing-Tianjin-Hebei regional environmental regulation has a positive effect on green total factor productivity,but because the indirect effect is negative,it can be known that the effect of green total factor productivity in the surrounding area is significantly inhibited.The implementation of environmental regulation can effectively improve technological progress and technological efficiency to positively affect the total factor productivity of green,and the test of heterogeneity found that in 2004-2011,the overall effect of environmental regulation on the region as a whole was negative,2012 The total effect of environmental regulation on green total factor productivity between 2017 and 2017 is non-negative and significantly greater than zero,indicating that environmental regulation policy is beneficial,and the implementation of environmental regulation has a positive effect on the improvement of functional division of labor in local cities,but the indirect spillover effect is significantly negative Through the regression results of the intermediary model,it is found that due to the trend of gradual optimization of urban functional division of labor,the overall promotion of environmental regulation to green whole factor productivity,in the context of non-capital functional transfer,the optimization of functional division of labor within the Beijing-Tianjin-Hebei urban cluster,accompanied by enterprise migration and industrial aggregation,urban spatial functional division of labor and environmental regulation promote each other,which is good for the high-quality development of the green economy of the Beijing-Tianjin.Based on the concrete actual situation of Beijing-Tianjin-Hebei Region,how to promote the high-quality development of green economy is the focus of our research,and put forward policy proposals in the four aspects of joint prevention and control of environmental pollution,improving the productivity of green whole factors,coordinating rational division of labor and regional exchanges and cooperation.
