| Garbage classification is a major issue concerning people’s livelihood and ecological civilization.Whether garbage can be properly disposed of has become a constraint factor for sustained and healthy economic and social development.In this context,local governments have successively issued policies related to garbage classification and implemented them on a pilot basis.However,due to the relatively weak public awareness of waste classification and the lack of adequate preparation of basic conditions to support the policies,the implementation effect of policies was far lower than expected.At present,researchers mostly discuss how to promote garbage classification from the macro level such as policy process,but rarely cut into the research of public compliance behavior from the micro perspective of psychological and behavioral science.In fact,in-depth analysis of the psychological motivations of public garbage classification behavior and exploration of micro-level nudging strategies are more helpful for the implementation of policies.This study adopted the research perspective of behavioral public administration,and built a research model of residents’ garbage classification behavior based on the theory of planned behavior and social norms.The research carried out a questionnaire survey on 437 residents in P District of Sichuan Province by means of stratified sampling,and used SPSS and AMOS software to conduct data analysis by using methods such as correlation analysis,regression analysis,factor analysis,moderating effect analysis,etc.,and the interview method was used to verify analysis results,and the following conclusions were drawn:(1)Subjective norms positively affect residents’ garbage classification behavior.(2)Perceived behavior control positively affects residents’ garbage classification behavior.(3)The positive influence of attitude on residents’ garbage classification behavior has not been verified,but it plays a moderating role in the influence of subjective behavioral norms and perceived behavioral control on garbage classification behavior.This study constructed a model based on the theory of planned behavior endowing relevant variables with new concepts in residents’ garbage classification behavior,and explored the impact mechanism between relevant variables and residents’ garbage classification behavior through empirical research,and finally fully considered the interaction between governments and residents and followed the research paradigm of behavioral public administration,put forward suggestions from three aspects: social norms,efficiency construction,and value guidance,specifically including:(1)Pay attention to the role of social norms,and combine the rigidity of formal institutions with the flexibility of informal institutions.(2)Strengthen efficiency construction and coordinate both endogenous power and external support.(3)Adhere to the guidance of value,and promote the integration of classification concept and practice.Therefore,focusing on individual psychological mechanism,precise behavioral policies are implemented in order to break the current management dilemma of garbage classification,promote further improvement and implementation of garbage classification policies,and promote comprehensive and continuous improvement of residents’ garbage classification behavior. |
