| Shanxi Province is a typical mineral resource-based province in China,which has a strong dependence on coal,mineral resources and other resources,and sends important energy and raw materials to the whole country for a long time.However,this also means that Shanxi Province consumes serious resources in the process of development,mostly at the cost of ecological environment.Facing the deterioration of ecological environment,Shanxi is in urgent need of economic transformation,improvement of ecological environment,and economic and environmental friendly development.How to use the intensity of environmental regulation to promote the improvement of ecological efficiency in Shanxi Province is very important for the coordinated development of economy and environment in Shanxi Province.This paper reviews and summarizes domestic and foreign literature on environmental regulation intensity and ecological efficiency,and empirically analyzes the impact of environmental regulation intensity on ecological efficiency based on economic,resource and environmental data of 11 prefecture-level cities in Shanxi Province from2011 to 2020.The specific contents are as follows: Firstly,it introduces the regional situation of Shanxi Province from four angles of nature,society,economy and environment.Secondly,the index system of environmental regulation intensity and ecological efficiency was constructed.Based on entropy method and SBM-DEA model,the comprehensive indexes of environmental regulation intensity and ecological efficiency were respectively calculated and the temporal characteristics of Shanxi Province were further analyzed.then analyze the spatial structure evolution of environmental regulation intensity and ecological efficiency in Shanxi Province.Then,the grey correlation method is used to analyze the correlation between environmental regulation intensity index and ecological efficiency,and the empirical research on the impact of environmental regulation intensity on ecological efficiency in Shanxi Province is carried out based on the fixed effect model.The results show that :（1）the overall environmental regulation intensity composite index of Shanxi Province from 2011 to 2020 is 0.528,and the overall development reflects the trend of increasing year by year,from 0.262 to 0.772.Among them,the environmental regulation intensity of 11 prefecture-level cities in Shanxi Province in 2020 has been improved compared with that of 2011,but the level is still low compared with that of Hebei Province,with a gap of 0.089.In terms of spatial structure distribution,the intensity of environmental regulation in Shanxi Province will gradually increase in high-level cities and form the agglomeration effect in the central and southeast regions in 2020.It can be seen that the level of environmental regulation intensity in Shanxi Province is lower than that in Hebei Province,and there is still a large space for improvement.The supervision of environmental regulation needs to be strengthened.（2）The overall eco-efficiency composite index of Shanxi Province from 2011 to2020 was 0.608,with an overall upward trend from 0.44 to 1.009.Among the 11prefecture-level cities,the average eco-efficiency index of Taiyuan,Jincheng,Shuozhou,Yuncheng,Linfen and Luliang is higher than the average level of Shanxi Province,and the overall eco-efficiency is relatively good.At the same time,the ecological efficiency of southern Shanxi is the best among the three regions in Shanxi Province.In terms of spatial structure distribution,the ecological efficiency gap between cities in Shanxi Province is significantly reduced,and the development level of central and southern regions is higher.It can be found that: the ecological efficiency of Shanxi Province presents an obvious trend of climb,remarkable results.（3）Using grey correlation analysis,it is found that the top three correlation degrees of environmental regulation intensity indexes affecting ecological efficiency in Shanxi Province from 2011 to 2020 are all industrial pollution indexes,and the correlation degrees of environmental regulation intensity indexes and ecological efficiency in 11prefecture-level cities show strong correlation.In taiyuan,Changzhi,Jinzhong,Yuncheng and Luliang,the correlation between eco-efficiency and environmental regulation intensity index is higher than that of other cities.（4）the intensity of environmental regulation on the ecological efficiency of regression coefficient in Shanxi Province at the 99% confidence level is positive correlation,the coefficient is 0.763,which means that when 1% growth in Shanxi Province environmental regulation intensity,will boost ecological efficiency rose 0.763%,shows that the strength of the environmental regulation of Shanxi Province ecological efficiency promoting effect is obvious.It is not difficult to find that the ecological efficiency of Shanxi Province is affected by the intensity of environmental regulation and will play a positive role.Therefore,timely improvement of the intensity of environmental regulation can promote the further development of ecological efficiency.Finally,according to the analysis of the regression results,this paper discusses the policy suggestions to optimize the high quality economic development level and improve the ecological efficiency of Shanxi Province.The ecological efficiency of Shanxi Province should be improved by improving the policies and regulations of environmental regulation intensity,strengthening the coordination mechanism of environmental regulation intensity,and striving to improve the level of economic development. |
