Study On The Innovation Of Organization Model Of Resource Utilization Of Livestock And Poultry Manure In Pujiang County,Chengdu

The development of green agriculture,the construction of beautiful countryside and the improvement of rural living environment are the whole system of production,life and ecology,and the resource utilization of livestock and poultry manure is the common goal of the three.At present,the resource utilization of livestock and poultry manure has not yet realized the balanced management of planting and breeding nutrients,the market operation mechanism is imperfect,and the support of socialized services is insufficient.It is urgent to explore a new organization model for the resource utilization of livestock and poultry manure with coordinated development of subjects,perfect interest connection mechanism,sound social service subjects,standardized and effective systems,so as to lead to the symbiotic and win-win development of society,economy and environment.Pujiang County,Chengdu,as the only typical area for the resource utilization of toilet sewage led by the new agricultural management subject,provides a new idea for the innovation of the organization mode of resource utilization of livestock and poultry manure.Pujiang County has successfully realized the regional breeding cycle development through the innovation of socialized service subject,which is representative.Specifically,Pujiang County follows the logical mechanism of institutional constraints,socialized services,subject coordination and interest connection,optimizes the planting and breeding industrial structure,establishes dung pumping and application cooperatives,promotes the progress of mechanical transformation,guides village level collective participation,and is subsidized by the government.It has four innovative characteristics: strengthening institutional framework constraints,promoting the evolution of organizational innovation,improving social service support,guiding organizational market operation,accelerating technological innovation,extending organizational integration industrial chain,strengthening external rules and forcing multiple subjects to participate in cooperation.The paper draws the following conclusions:（1）Pujiang organization model,which is dominated by new agricultural management subjects and characterized by socialized service innovation,has strong popularization.（2）The participation of socialized service subjects in the vertical integrated industrial chain plays a key role in the resource utilization of livestock and poultry manure.（3）The perfect benefit coordination mechanism is the endogenous driving force for the sustainable development of the organization model of resource utilization of livestock and poultry manure.（4）Effective system is the key guarantee for the resource utilization of livestock and poultry manure,including market mechanism,government policy and informal system.It is necessary to speed up the construction of a market operation mechanism for the resource utilization of livestock and poultry manure with the coordinated development of multiple subjects,the close connection of interest subjects,multiple socialized service subjects and effective institutional constraints.
