Study On Household Waste Classification And Management In HL Community,Dalian City

Under the background of the continuous advancement of China’s urbanization process,the production of urban domestic waste shows a significant growth trend,which makes the current actual "garbage siege" become one of the key issues in urban management.From the perspective of actual development,if urban waste is not effectively solved,it will not only have a serious adverse impact on the living environment of urban residents,but also cause serious pollution to the atmosphere,soil and groundwater,which will further hit the fragile ecological environment of the city,Solving the problem of urban waste treatment has become one of the main tasks faced by urban managers.Some scholars proposed to use the domestic waste classification method as the main method to solve relevant problems after studying in combination with the actual situation.This method can effectively meet the green power and sustainable development requirements of our country,and the waste classification system has also begun to be widely used in major cities in our country.COVID-19,which emerged in 2020,is a severe test of the national and city governance system.The community should manage well as the grassroots departments fighting the epidemic.The emergence of COVID-19 has raised higher requirements for the treatment of community domestic waste.Because the city community is the main source of domestic waste,the government has also taken the community as the main position of the classified disposal of domestic waste in the actual work process,and has also provided a new breakthrough point for City Environmental Governance.At the present stage,China’s research on the classified treatment of domestic waste is more in-depth.Beijing,Shanghai and other cities have also carried out the exploration of the implementation path of relevant policies and achieved certain results,which can provide reference experience for other cities to carry out the classified treatment of domestic waste.Based on this,this article will take Dalian HL community as an example.Based on the theory of public governance,collaborative governance theory and policy implementation organization theory,based on the background of COVID-19,this thesis analyzes the current status of classification and treatment of HL community garbage in Dalian city by means of interview and questionnaire survey,and identifies the existing problems and causes of related problems.Based on the experience of waste classification and treatment in Shanghai and Hangzhou,this thesis puts forward the countermeasures to optimize the implementation of domestic waste classification and treatment policies.The main purpose of this study is to put forward countermeasures and suggestions to optimize the classification and treatment of domestic waste in HL community of Dalian from a practical point of view,and also provide suggestions with reference value for the work in other regions of China.
