A Study On The Role Of Urban Community Grass-roots Party Organizations In Garbage Classification Management Under The Background Of Community Governance

Garbage classification management has become one of the key public issues in China's community governance since Shanghai became the country's first garbage classification pilot city in July 2019.As one of the core of community governance,grassroots party organizations in urban communities should give full play to the functions of cultural leadership,legal management and service improvement,which is conducive to improve the efficiency of garbage classification management,accelerate the construction of community ecological civilization,and provide more Suggestions for the party affairs at the community level.This paper analyzes and studies the common problems in the current management of urban garbage classification in China,understands the current situation of industrial layout and personnel structure,the pilot layout planning of garbage classification recycling system,relevant laws and regulatory mechanisms,and summarizes the main reasons for the problems in garbage classification management.First demonstration cities in China-Shanghai garbage classification work,to get the actual results in combination with the experience of management of Shanghai,put forward the garbage classification management consciousness of community governance optimization,optimization of layout optimization,resource optimization and mechanism of the new requirements,on this basis,summed up the community governance is one of the core subject of community education of grass-roots party organization should play the leading,coordination and service.Therefore,it is urgent to anchor the important role and measures played by community-level party organizations,one of the core subjects of community-level governance,from the perspective of community governance to the research object of urban community garbage classification management.According to the new requirements of garbage classification management on urban community governance,the role of garbage classification management on the requirements of grassroots party organizations in urban communities under the background of community governance is to play a leading role in education: publicity and mobilization of garbage classification management,demonstration and guidance of Party members and cadres,and education of people's environmental awareness;The second is the role of organization and coordination: coordinating thecontradiction between the classification management subjects in the community,establishing a good cooperative relationship,optimizing the participation of the community and enterprises in the garbage classification resource integration;Third,the role of service guidance: to strengthen the training and guidance of classification technology and methods,to provide services for community garbage classification work and community environmental protection governance supervision.First,give full play to the leading role of education,form a good atmosphere for garbage classification management,strengthen the publicity of environmental protection knowledge,and establish the sense of responsibility of community residents;Organize garbage classification learning activities to increase the participation of residents.Secondly,innovate the way of coordination and mutual assistance,and set up "Party member + resident" garbage classification help group;We will carry out trials to comprehensively consider the interests of multiple parties and establish an inspection system in which multiple parties participate.Finally,give full play to the role of service guidance,improve the garbage classification management mechanism,put forward the method of dividing the responsibility area of party members,plan the supervision function of the department,and set up special management personnel.Strengthen classified legislative leadership,optimize management institutions,and implement the responsibility system of rewards and punishments;We will strengthen oversight and management within Party organizations and over residents,and establish a mechanism for public evaluation.So as to realize the party's grass-roots organizations in the urban community garbage classification management of the overall leadership.
