The Project Risk Management Analysis For Y EPC Power Plant And S PPP Power Plant Project

With the rise of China,The demand of excess capacity transfer and financial industrial capital is increasing substantially,a large number of Chinese enterprises is going abroad and overseas,mainly concentrated in power,roads,bridges,railways and other infrastructure construction industries,The forms of contract is mainly like complete set of equipment,EPC(Engineering Procurement Construction),BOT(Build Operate,Transfer),and financial leasing etc.However,due to many reasons,many projects couldn’t acquire a peaceful end,caused significant economic losses,enterprises and damaged to Chinese enterprise’s reputation,even more,the bad influence is not possible to eliminate in a short time.So the deep-seated reasons analysis of overseas project case and project risk assessment in the early stage of project is of great significance.Based on the current two overseas power plant project case research and analysis,which is EPC and PPP(Public Private Partnership),along with the research of project risk management theory,this article innovatively analyzes and recognizes each case with the "explicit" and "implicit" risk.and measures each risk factor(knowledge)to curb the risk itself for judging the degree of effectiveness,finally using the fuzzy mathematics theory based on Fuzzy-AI(Artificial Intelligence)KB-FDSS(Knowledge Based model Fuzzy Decision Supporting System)which is the fuzzy risk assessment software of overseas projects,to realize the deep-seated risk assessment for above two project cases,to help enterprises to make judgments on the project,and decide in a dynamic way,to avoid the failure of project and Loss of occurrence,also to guide the practice working by using the ample and practical project risk management tool.
