| With the development of the social economy,budget system has reformed widely in China during recent years.Total budget management functions as coordinating the work of the various departments,clarifying the strategic objectives,controlling the economic activities,achieving performance management and so on.It plays a vital role in operating and investing activities in enterprises.As an important enterprise related to the national economy and people’s livelihood,State Grid Corporation of China has implemented total budget management for a long time.Power supply companies experienced from the financial budget management stage to total budget management promoting stage during the past two decades.Power supply companies have been maintained in the premier league of China in the field of budget management.For the purpose of reforming deeply,State Grid promotes the reform in the power market construction,incremental distribution market,transmission and distribution prices in 2019.As a result,the reform of internal management has been started.Power supply companies of State Grid have to improve total budget management system in order to enhance the capacity of resource allocation,the reliability of energy supply.And it will provide the necessary guarantees to achieve high-quality development of State Grid.With the in-depth promotion of the reform,problems of total budget management gradually appeared in H power supply company,such as lack of personnel comprehensive skills in total budget management,unclarity of budget organization structure,insufficiency of budget implementation control,imperfect of budget management information system,incompleteness of assessment and evaluation system.Now it is urgent to analyze the existing problems and explore the reasons of these problems.Combined with the reason analysis,I will propose corresponding suggestions to improve the total budget management in order to help H power supply company develop further.Ultimately the suggestions will help the company achieve the purpose of reducing the operation risk,balancing resource allocation and improving the profit.In this paper,I will take H Power Supply Company as an example.Treating the current status of total budget management as the entry point,I deeply discuss the problems that exist at this stage and propose practical and effective suggestion.At first,I focus on the current situation of H Power Supply Company’s total budget management and analyze the four aspects of budget management: organizational structure,content,process and guarantee system.Secondly,I discuss the outstanding problems in five categories in H Power Supply Company’s total budget management and the reasons for the problems.Then,I present targeted solutions to the company’s problems.Finally,I summarize the full text and draw several conclusions.According to the research on the process of total budget management activities,it will help company fulfill total budget management construction,promote allocating resources and achieve strategic goals.At the same time,the paper provides a reference for the other-level power supply company to implement total budget management.. |
