Study On The Budget Management Of XD Enterprise Expressway Operation Section

Budget management is a scientific enterprise management method,which can help enterprises to refine and achieve the strategic objectives,to allocate resources properly,and to promote coordination among departments.It can also help the enterprise manager effectively predict,manage and evaluate the development of the enterprise.It is helpful in improving the management level and market competitiveness of the enterprise.Therefore,more and more attention has been paid to budget management,and it has been applied more and more widely.However,there are many misunderstandings of budget management in enterprises,thus many problems still exist in the application of it,and it often cannot work sufficiently.The current study chose the highway operation section of XD company as the research object(XD company was just in a period of extensive adjustments of budget management).Firstly,the basic concepts and the theoretical basis of budget management were elaborated.Then the current status of budget management of XD company highway operation section involving the establishment of budget management offices,the process,method,executing,control,analysis and evaluation of budgeting,was comprehensively analyzed.We found that many problems existed in the budget management of XD company highway operation section,which included a lack of budget management offices,a low-quality budgeting,the unreasonableness of the budget item settings,a lack of supervision during the budgeting process,and a low correlation between the evaluation regulations and budget management.To address these concerns,we proposed some solutions.A specialized office for budget management should be established and the responsibility of the office should be clear.The content and method of budgeting should be explicit and the budgeting process should be standardized.The information management system should be made the most use of and the evaluation regulations of budget management should be improved.We hoped that our study could help improve the budget management of XD company highway operation section,and provide a theoretical and practical reference for the successful application of budget management in other enterprises.
