The rapid development of urbanization in China has brought about many social problems,and the rapid development of urban utility tunnel is the key to solving various"urban diseases".However,the cost of urban utility tunnel is high,and the traditional direct burial operation method is relatively mature,so it is very difficult to implement.At the same time,relying solely on the government to independently construct and operate an urban utility tunnel is not the best choice both economically and technically.Therefore,the country has vigorously promoted the PPP model to build urban utility tunnel.The implementation of the PPP model,while reducing the government’s financial pressure,introduced advanced technology and management experience,thereby improving the construction quality and operating efficiency of the urban utility tunnel.However,the quasi-operability of the comprehensive pipe corridor determines its fee pricing has certain difficulty.The difficulty is mainly focused on how to set up a reasonable pricing mechanism to attract social capital to participate in the construction and operation of urban utility tunnel,and avoid the prohibition of urban utility tunnel units.Therefore,this article has conducted a detailed study on the pricing of the PPP model urban utility tunnel.First of all,this paper summarizes the research status and development trends of urban utility tunnel by studying a large number of domestic and foreign literature in terms of pricing and cost allocation.This article elaborated on the PPP model and urban utility tunnel and other related theories,and demonstrated the necessity and feasibility of the PPP model urban utility tunnel construction.Then,according to the two-part pricing method,it is determined that the charges for the urban utility tunnel are divided into the entrance fee and the operation and maintenance fee,which lays the foundation for the establishment of the charging pricing mechanism.Next,this paper analyzes the problems of the pricing of urban utility tunnel charging under the PPP model and the relevant participants of the project.The relevant stakeholders are identified as:the government as the project initiator,the construction and operation company as the project participant,and the pipeline unit as the project user.Then,through research,it is clear that there are obvious incommensurability and contradictions in the pricing objectives of various stakeholders.On the basis of meeting the tripartite pricing goals,the pricing pricing constraints of the urban utility tunnel were established.Based on this,a pricing model based on multi-objective decision-making was constructed,and the required parameters were quantified.Finally,the model was verified through the case of a new PPP model underground urban utility tunnel project in a city in Shandong Province,and at the end of the paper,suggestions for further research on the pricing model for charges were put forward.
