With the advancement of urbanization,urban traffic has become more and more crowded,and the continuous expansion,maintenance and renewal of pipelines have led to road excavation everywhere,which has brought great pressure to the ground space.Urban underground comprehensive pipeline corridors came into being,and the relevant departments of the state and provinces and cities have issued comprehensive pipeline corridor guidance opinions and supporting policies,and many places have put forward mandatory requirements for their development.However,the huge construction cost of the comprehensive pipe corridor and the different needs of the participants make the pricing of the comprehensive pipe corridor a major problem in the development of the pipe corridor This paper conducts an in-depth study on the pricing of the underground comprehensive pipe corridor in China through a two-level planning modelFirst of all,through literature reading,we will study the current status of domestic and international research on the pricing of integrated pipe corridors,through practical cases to analyze the established pricing schemes of integrated pipe corridor projects,and through questionnaires to study the current status of integrated pipe corridor charging pricing Comprehensive analysis of attributes,target needs and decision-making relationships of each participating subject.The study found that most of the current pricing of pipe corridor projects adopts direct burial cost and cost sharing methods,but there are many participants in pipe corridor projects,their goals are different and contradictory,and they have the characteristics of hierarchical decision making.Based on this,the basic principles of toll pricing are established,the pricing characteristics of double-layer multi-objective decision-making are clarified,and by comparing the toll pricing methods of quasi-public products,it is determined to use a two-tier planning model to conduct comprehensive pipe corridor toll pricing research.Then analyze the composition and influencing factors of the paid use fee of the comprehensive pipe corridor,transform the target demand of government departments,social capital parties and pipeline units into the objective function and constraints of the model,and establish a two-level planning model for the pricing of the comprehensive pipe corridor Finally,taking the HZ South Station Comprehensive Pipe Gallery project as an example,the entrance fee and daily maintenance fee are measured through the KKT conditional algorithm and fuzzy programming algorithm,and compared with the traditional allocation model and the city guide price standards to verify the calculation results of the two-level planning model Feasibility.And through sensitivity analysis and comparison of measurement results,corresponding countermeasures are proposed to provide a reference for the pricing of urban underground comprehensive pipe corridors and promote the improvement of China's comprehensive pipe corridor pricing system.
