In recent years,with the rapid increase of urbanization in China,the number of cities has increased dramatically,and the network utility has been developed rapidly.Urban municipal infrastructure network is interwoven and complex in the underground.Because the property rights owner,construction technology and construction sequence of municipal public pipeline are different,urban roads are often repeatedly excavated when laying and maintaining various municipal pipelines.This not only brings a negative impact on the normal life of the citizens,but also causes a huge waste of social resources.Therefore,it is especially necessary to adopt the utility tunnels to carry out unified planning,unified construction and unified management of underground municipal pipelines.However,compared with the traditional way of burying,the construction and operation cost of the comprehensive utility tunnel is higher,and the government financial investment can not meet the construction requirements of comprehensive utility tunnel.The project financing must be carried out,and the PPP mode is adopted to introduce social capital to share the government financial pressure and promote the construction of the utility tunnels.Project late stable money income is the basis of the comprehensive utility tunnel project financing,thus to explore the comprehensive utility tunnel toll pricing,making toll pricing standard,is the guarantee for the sustainable development of comprehensive utility tunnel construction operations.First of all,the article studies the differences of the utility tunnels in charge for pricing between abroad and china.And according to the development status of China's utility tunnels,the main mode of construction operation of utility tunnel in China is studied in this paper.Secondly,this paper clarifies the economic attribute of China's utility tunnel,and finds out the suitable for the toll pricing method of utility tunnels though comparing with the toll pricing methods of quasi-public products.Based on the two pricing method,the toll fee of the utility tunnel is determined and the factors affecting the pricing of the utility tunnel are analyzed.Finally,this paper takes the Haikou road utility tunnel project as an example,and carries on the case study of charging pricing.The government department's goal,the utility tunnel operating companies' goal and the pipeline units' goal are into a single goal of maximize social benefits in the course of the utility tunnel project fee pricing of the utility tunnel of Haikou road.The effective pricing standard is obtained by establishing the multi-objective decision-making model and using the generalized reduced gradient method to the Haikou road pricing model to calculate the utility tunnel project charges.And this paper provides theoretical reference for other quasi-public products pricing.
