Study On Land Expropriation And Demolition Of Railway Construction Project In Liaoning Province

Railway is a national economic artery and plays a huge role in promoting the development of local economy,but in recent years,the process of railway construction,the work hindrance phenomenon happen from time to time because of the compensation for land expropriation and demolition,which seriously affects the progress of project construction and impedes the healthy and orderly development of railway industry.This paper takes the land requisition and demolishing of railway construction projects in Liaoning Province as the research object.Analysis on the current situation of land expropriation and demolition of railway construction projects in Liaoning Province.Find out some problems in the work of land expropriation and demolition of railway construction projects in Liaoning Province that the dismantled person do not approve of the compensation standard,the land expropriation and dismantlement disagreement is not unified in the existing railway boundary,railway construction without official approval,as well as the local government matching funds shortage.Analysis of the main cause of these problems are the land expropriation and demolition of railway construction project mechanism imperfect,dispute on the division of land expropriation and demolition between the General Railway Corporation and the local government,the railway construction project design depth insufficient which cause the overestimate of the cost of land expropriation and demolition,as well as local government raising channels single to match funds for land expropriation and demolition.In order to better promote the development of railway construction in Liaoning Province,to solve the problems that obstruct the work of land expropriation and demolition of railway construction projects,put forward targeted improvement measures such as the perfect railway construction project management mechanism,local government participates in the preliminary work of railway construction as early as possible,to strengthen the funds management in land expropriation and demolition of railway construction project,reasonable balance stakeholder interests,so as to promote land acquisition and demolition work orderly,and ensure the railway construction carry out smoothly.
