| In December 2019,Ministry of Housing and Urban-Rural Development and National Development and Reform Commission issued "Measures for the Administration on the Construction by General Contract of Housing-building and Municipal Infrastructure Projects"(Urban Construction Regulations [2019] No.12),and has been effective from March 1,2020.The implementation marks a new step in the general contracting management of China’s construction projects.On this basis,it has more positive practical significance for accelerating the research and exploration of the EPC general contracting model.Thesis firstly introduces the EPC general contracting management model,characteristics and differences in a comprehensive way through the literature research method,with the emphasis on the differences and advantages from the traditional housing construction.Then through theoretical and case analysis,it starts from the JZ project led by the construction company,the cost,quality,schedule and risk management activities covering the three major stages of design,procurement and construction are introduced in more detail from a global perspective.In view of the difficulties and challenges in design,procurement and construction,the key practices,paths exploration and implementation effects are sorted out in light of the actual situation of the project.In terms of cost management,design cost management should be done through quota design,integration of design resources and drawing optimization.Procurement cost management should be done through detailed procurement planning and subcontracting procurement in advance.Construction cost management should be done through project cost calculation,analysis of process economic activities and strengthening the internal cost management.In terms of quality management,design quality management should be done by coordinating various professional fundraisings and multi-views of drawings.Procurement quality management should be done through "one picture and four tables" and "three integrations",and construction quality management should be done through quality planning and critical process emulated by the sample,progress management and risk management are the keys.It introduces the JZ project in detail through the existing problem,solving strategies,key measures and implementation processes.In terms of organization security,it emphasizes the importance to build a flat and efficient organizational system internally,establish a communication mechanism with well-defined right and responsibility externally and finally put forward corresponding suggestions and prospects.It is a basic requirement for superior management to strive to achieve organic integration and seamless connection of the various business systems of the EPC project throughout the entire cycle by extrapolation,which has certain practical significance for guiding other projects. |
