Conventional energy storage methods have a lot of limitations,such as the scarcity of resources,the greenhouse effect,acid rain,photochemical smog and other environmental problems during using,the development and expansion of new energy industry has become an irreversible trend in accordance to the energy development strategies of various countries.As the main source of new energy,photovoltaic power generation has the advantages like no danger of exhaustion,safety and reliability,no pollution and emission,not limited by the geographical distribution of resources,high energy quality and short construction cycle.In recent years,it has developed rapidly and attracted many investors in the market.According to the data released by the national energy administration,by the end of June 2019,the accumulative installed capacity of photovoltaic power generation in China reached 185.59 million kw,and going to increase up to 20% year on year,with an increase of 11.4 million kw.The early photovoltaic power generation project is almost uniform in pace,with poor cost control ability and extensive management due to the rich returns and the rush effect brought by the national 630 policy.At present stage,the marginal benefit of technology development to reduce the comprehensive cost of photovoltaic power generation projects is not as great as before,and the strength of relevant support policies of the state is gradually reduced.In order to better realize the cost reduction and profit increase of photovoltaic power generation projects,this paper studied the project cost management from the perspective of project cost management,and took the 50 MWp photovoltaic power generation project that belongs to acompany in Xinjiang(A)as a model to study the cost management of photovoltaic power generation projects.Gathered by the company(A)50MWp pv power generation project cost management related information,visited the actual cost management situation of photovoltaic power generation project in neighboring areas,and fully combined with the market information,carried out comparative analysis research,cleared the company(A)50MWp pv power generation project in Xinjiang is obtained in the cost management issues,including high resource acquisition cost,high main equipment procurement cost,high project construction cost,poor operating cost control as well as high comprehensive cost is,and several key factors causing listed problems are analyzed.Then put forward the improvement measures for the above problems and improvement scheme,by went through important factors corresponded to the problems,making the project to strengthen the resource acquisition cost control,the main equipment procurement cost control,project construction cost control,operating cost control as well as the comprehensive cost control target,solves the 50 MWp pv power generation project cost management related issues.The above research takes a specific photovoltaic power generation project as the research object,systematically analyzed the cost management problems and the causes of the problems in the process of its construction and operation,thenput forward the improvement scheme.The research in this paper has practical significance for effectively reducing the comprehensive cost of photovoltaic power generation projects,has reference value for the cost management in the follow-up investment activities of photovoltaic power generation projects,it’s also a contribution to realize the early parity of photovoltaic power generation online.
