Energy is the material foundation of national economic development and is essential to the improvement of people’s living stands. Solar energy is a kind of new energy resource which is renewable,and it can meet the energy needs for human development. Photovoltaic power generation industry has become the most rapidly developing industry in recent years. There are lots of examples of projects with unreasonable cost plans, whose actual costs exceeded the planned costs significantly during the construction process of photovoltaic power station projects, which not only resulted in the failure of the project cost management, but also affected the project’s ultimate profit and benefit, resulting in loss and adverse effects. Therefore, in order to exploit a successful photovoltaic power station project, we should pay attention to cost management.Firstly, this paper described the concepts and characteristics of project cost management, especially the main content which includes cost estimation, cost budget and cost control. This paper analyzed the theory and method of project cost management, including target cost management theory and Earned Value Method, which is a terrific theoretical basis of establishing a perfect, scientific and systematic project cost management analysis system. Afterwards, on the basis of in-depth investigation and research, this paper introduced Sichuan Aba photovoltaic power station construction project with massive reliable information.Secondly, according to the information obtained at each stage, the project cost was re-estimated to show how the project cost deepened during different stages of cost estimation. At the same time, this paper replanted the project cost in terms of target cost, and compared the difference between the usual cost and the target cost. Afterwards, cost budget was prepared, using the comprehensive unit price method, after which cost baseline plan was formed according to the progress plan to provide the standards of cost control.Thirdly, this paper analyzed the cost control process of Sichuan Aba photovoltaic power station construction project, using Earned Value Method. Then, the paper analyzed the project cost implementation status and cost deviation reasons of the fifth month, and put forward some improvement suggestions.Finally, a series of methods and contents are proposed from the aspects of project organization, system security, economic security and technical support, in order to guarantee the implementation of project cost management.
