China is the world’s largest exporter and the country facing the most anti-dumping investigations.According to the statistics of WTO,during the 20 years from 1995 to 2015,China faced up to 1,123 anti-dumping investigations,and the world initiated 4,997 anti-dumping investigations,accounting for 22.52% of the global total.About 73 percent of the anti-dumping investigations against China received final duties,far higher than the global average of 65 percent.Because it is a typical trade protection measure for foreign countries to carry out anti-dumping on China’s photovoltaic,and photovoltaic is a typical new energy,which plays an extremely important role in the future.Therefore,it is of great significance to study the influence of anti-dumping on China’s whole new energy trade.Therefore,from the perspective of empirical analysis,this paper studies the impact of anti-dumping on Chinese photovoltaic enterprises.The main content of this paper includes the following parts.First of all,through the review and thinking of the existing literature,this research has a certain understanding.Secondly,the financial data and patent application data of Chinese pv enterprises listed in a-share were collected from guo tai jun an database and wind database,and the model of anti-dumping effect was constructed by using the double difference method.Thirdly,the hypothesis is analyzed empirically.The first step is to analyze the influence of anti-dumping on the innovation level of photovoltaic enterprises by quantitative regression.The second step is to carry out the robustness test of parallel trend test,counterfactual test and influence period of anti-dumping.Finally,this paper adopts the mediating effect model and takes r&d investment as the mediating variable to analyze the mechanism of anti-dumping on enterprise innovation.Through literature review and empirical analysis,the following three conclusions are drawn in this paper: First,foreign anti-dumping measures on China’s photovoltaic products have a significant and positive effect on the innovation level of private photovoltaic enterprises,but no significant effect on the innovation level of state-owned enterprises.Secondly,the influence of anti-dumping on innovation of state-owned enterprises is not significant over time.For private enterprises,the innovation level of enterprises began to increase after the first year of filing,decreased in the second year,increased from the third year to the fifth year,and decreased until 2017.Although the degree of increase in the level of innovation fluctuates somewhat,the annual increase in innovation generally fluctuates only slightly.In general,in the six years after the anti-dumping,the innovation of enterprises was significantly positively affected,suggesting that the promotion effect of anti-dumping on the export innovation of enterprises would exist for a long time.Third,for the transmission mechanism,there are two influence paths.First,the products of China’s photovoltaic industry are low in technology content,and Chinese photovoltaic enterprises rely on low-profit but high-turnover enterprises to survive.Secondly,in the face of foreign anti-dumping,when the enterprise’s price advantage is challenged,the enterprise is faced with operating pressure,survival difficulties,in order to change this situation,the enterprise needs to enhance the competitiveness of products;Finally,enterprises increase the level of innovation by increasing the investment in research and development,so that products have more added value and products have more competition.The second influence path: when photovoltaic enterprises face anti-dumping,the export volume of enterprises will decrease,which will lead to the enterprises trying to increase the domestic market share in order to maintain the current situation,thus leading to the intensification of competition in the domestic market.In order to stand out in the market,enterprises need to enhance their core competitiveness,which will lead to the increase of enterprise innovation.According to the research conclusion,this paper puts forward the following two policy Suggestions: first,the government needs to reduce the government subsidies of state-owned enterprises,force them to actively participate in market competition,improve their management system,increase the investment of research and development funds,so as to improve their technical level and make their products have core competitiveness.Second,from the effect of anti-dumping on the innovation level of photovoltaic enterprises and the mechanism,private enterprises,under the pressure of survival,spontaneously increase the investment of research and development funds,so as to improve the innovation level of enterprises and enhance their competitiveness in the market.Therefore,on the one hand,the government needs to give subsidies to photovoltaic enterprises in terms of innovation,so as to achieve special funds.On the other hand,the government needs to help photovoltaic enterprises in innovation,such as helping enterprises to introduce talents and organizing more exchanges between domestic enterprises and foreign ones.
