Research On Performance Evaluation Of Highway PPP Project

In the process of promoting the development of urbanization,the expressway,as a link between the city and the city,effectively promotes the development of the cities along the route by strengthening the flow of resources.In order to achieve the purpose of promoting urban construction,China’s highway construction is urgent,but the national and local financial capacity is limited,it is difficult to support the need for highway construction,so it is urgent to find a new investment model to ease the pressure of the government and promote the construction of highways.The PPP(Public Private Partnership)model closely connects government departments and the social capital side,makes full use of the idle funds and management experience of the social capital side,and effectively alleviates the contradiction between the current national construction demand and the financial shortage.Therefore,the PPP model is vigorously promoted in various fields in China.In order to promote the standardized operation of the PPP model in China,the ministry of finance has successively issued a series of guidance documents,and carried out annual performance evaluation on relevant pilot projects,achieving preliminary results.The results are obvious,but the problems need to be faced up to.In practice,there is no clear guidance on how to evaluate these projects and no clear evaluation framework has been established.Therefore,it is crucial to conduct performance evaluation research on highway PPP projects.This paper takes the PPP project of expressway as the research object,based on the social capital side,and studies the performance evaluation of PPP project of expressway with the improved balanced scorecard.First of all,this paper systematically sorted out the domestic and foreign research achievements on project performance evaluation,PPP project performance evaluation and balanced scorecard theory.Based on this,the author analyzes the connotation characteristics of PPP model,the connotation characteristics of expressway project,the performance evaluation theory and the balanced scorecard theory.This paper further analyzes the influencing factors of performance evaluation of highway PPP project,so as to provide theoretical basis for the improvement of balanced scorecard,the design of project index system and the evaluation of project performance.Secondly,based on the above theoretical basis and the characteristics of expressway projects,the BSC is improved,and the initial performance evaluation index system of PPP expressway projects is constructed.The index is selected by the expert survey method,the index weight is determined by the analytic hierarchy process,and the project performance evaluation model is constructed by the fuzzy comprehensive evaluation method.Finally,the evaluation model is applied.In this paper,the construction project of shunchang-shaowu commercial expressway in nanping city of fujian province is selected as a case of performance evaluation.Based on the index system and evaluation model established above,relevant data were collected,and the performance evaluation results of the project were finally obtained.The feasibility and rationality of the performance evaluation index system established in this paper were verified.Based on the improved balanced scorecard,the performance evaluation index system of highway PPP project is constructed,which provides certain theoretical support,practical methods,data reference and experience reference for the performance evaluation research of highway PPP project in the future.
