Research On Risk Management System Of State-owned Enterprises Based On ISO 31000

With the development of globalization,enterprises are facing more and more fierce competition and diverse risks.If the enterprise fails to properly deal with the risks it facing,it will eventually bring huge economic losses to itself.State-owned enterprises play the role of the economic backbone of one nation,which means enhancing their risk prevention and control ability is of great significance to their own progress,social stability and even the high-quality development of the national economy.Since the 19 th national congress of the communist party of China," fending off and defusing major risks " has been raised to the level of national strategy,which is an essential guarantee for the decisive victory in building a moderately prosperous society in all respects.In this context,state-owned enterprises must pay enough attention to the risk management work,and the importance of strengthening the construction of risk management system is self-evident.ISO 31000 risk management standard was published by the International Organization for Standardization in 2009 and updated in 2018.It defines the relationship between risk management principles,risk management framework and risk management process,and builds a theoretical risk management system based on them.ISO 31000 is widely applicable and aims to provide guidelines for risk management in different types of organizations.It has been recognized and adopted by more and more countries,and its application in different fields in our country has shown that it has good application value.This thesis selects NM Company,a state-owned enterprise,as the case study object.NM Company itself has adopted ISO 31000 as the theoretical foundation of its risk management system,and no major risk events have occurred since its implementation.With the update of ISO 31000 standard and the practice in risk management in NM Company,some deficiencies of the present risk management system have been exposed.On this basis,this thesis optimizes the risk management system for NM Company based on ISO 31000:2018.First,the thesis introduces the application,scope,main contents and changes of ISO 31000.Then,the process of construction and operation of risk management system in NM Company are introduced,followed by the analysis of its deficiencies.Finally,from the three dimensions of risk management principles,framework and process,the risk management system of NM Company is optimized to provide reference for itself and other state-owned enterprises to carry out risk management work.Among them,therisk management principles reflect the core idea of value creation;the risk management framework emphasizes "leadership and commitment" and forms a closed loop of "integration--design--implementation--evaluation--improvement";the risk management process elaborates on the seven processes of "establishing scope,context and criteria","risk identification","risk analysis and evaluation","risk treatment","monitoring and review","recording and reporting" and "evaluation and improvement of risk management process".The results of this thesis are reflected in a case of the specific application of ISO31000:2018 in a Chinese state-owned enterprise,which have certain implications for NM Company and similar enterprises to carry out risk management work.
