Engineering management process is essentially a multi-criteria decision-making process,which requires a series of decisions from project proposal,project approval,project completion acceptance,maintenance and warranty,etc.Engineering decision plays a crucial role in the whole project cycle.However,in the case of many engineering management decision-making,decision-making factors are not comprehensive,qualitative data be ignored problems,to influence the outcome of the project decision-making.In order to make the decision result more accord with the reality of the problem,make full use of the relevant qualitative information,reduce the decision error and risks in the project,it is very important to study the engineering management decision method.Based on this,this paper carried out the following research:First of all,based on the analysis of the latest developments about the uncertain multi-criteria decision making problems at home and abroad,and the existing theory of the Interval-valued Pythagorean Uncertain Lingusitic set,a new Interval-valued Pythagorean Uncertain Lingusitic score function and exact function and the distance measure are put forward and certificated,combining the Interval-valued Pythagorean fuzzy set and Uncertain Lingusitic sets.According to the definition of Heronian Mean operator,Frank operator and Shapley Choquet integral operator,the Interval-valued Pythagorean Uncertain Lingusitic weighted Heronian Mean operator,the Interval-valued Pythagorean Uncertain Lingusitic Frank weighted average operator and the Interval-valued Pythagorean Uncertain Lingusitic Shapley Choquet integral operator are put forward,which are applied to the aggregation of information when criterias are not independent,are proposed,and their theorems and properties are proved.Secondly,three weight determination methods based on comprehensive distance,deviation maximization and Shapley fuzzy measure are proposed for the unknown weight in multi-criteria group decision making.Objective weights of criterias and experts in multi-criteria group decision making problem are calculated through decision matrix,and corresponding algorithm steps are given.Then,according to the proposed aggregation operators and weight determination methods,considering the relationship between criterias,a multi-criteria group decision making method based on the Interval-valued Pythagorean Uncertain Lingusitic aggregation operators when the criterias are not independent is proposed,and the corresponding algorithm steps are given.At the same time,combined with the VIKOR method and the TOPSIS method,the multi-criteria group decision making method based on the Interval-valued Pythagorean Uncertain Lingusitic and the VIKOR method and the multi-criteria group decision making method based on the Interval-valued Pythagorean Uncertain Lingusitic and the TOPSIS method are proposed,and the corresponding algorithm steps are given.Finally,the evaluation index system is constructed by taking the selection decision of desulfurization technology scheme of a desulfurization environmental protection renovation project of a coal-fired power plant as an actual case,and the corresponding ranking results are obtained according to the decision-making steps of the Interval-valued Pythagorean Uncertain Lingusitic multi-criteria group decision making method.At the same time,the sorting results obtained by each method are compared and analyzed to verify the scientific effectiveness of each method,so as to provide a new solution to the multi-criteria group decision making problem in engineering management.
