The hazardous materials on highway are becoming a lot of mobile hazardous sources. If the accidents occur, they can produce great influences for people, property and environment. With the development of economic, the transport volume of hazardous material is considerably increasing, and the potential risk of hazardous material for environment and mankind is enlarging. How to select the best transportation route, insure transportation safety and reach destination rapidly is an important problem for decision department.On the foundation of summarizing a lot of related articles, the research results of hazardous material route decision making problem about domestic and international are analyzed, then the paper pointed out that the current research results do not distinguish the two different transportation networks (developed transportation network and underdeveloped transportation network), however, the route decision making method under this two conditions is not uniform completely. Furthermore, the current research results stay only in certain environment, and the research results of hazardous material on uncertain environment are few. In the Paper, the environment of transportation network is divided into two conditions, multiple attribute decision making method is selected to study the underdeveloped highway network, and the multiple objective decision making method is selected to study the developed highway network.On the foundation of analyzing the hazardous material accident type and accident characteristic, the total risk measuring model based on the modified accident grades is put forward, at the same time, the paper has proved the modified model satisfies three axioms which E. Erkut and V.Verter put forward. The hazardous material route decision making index system is established based on analyzing the influence factors of the hazardous material highway transportation route. And then the paper separate considers the hazardous material route decision making problem in certain environment and uncertain environmental. The route decision making model based on AHP, the model based on BP neural network and the model based on UEWAA and ULHA operator are established respectively, and the examples have verified the feasibility of the three models. On the foundation of analyzing the three major goals of hazardous material highway transportation (minimum accident grade total risk, minimum transportation time and minimum sensitive goal number of person), the route multiple objective decision making model in certain environment is found, then the route chance constrained programming model and the route dependent-chance constrained programming model in uncertain environmental are also put forward respectively. At the same time, the development label algorithm is given which salute multiple objective decision making model in certain environment, and the hybrid intelligent algorithm is designed for saluting the chance constrained programming model and the dependent-chance constrained programming model in uncertain environmental. Finally, the examples prove the models and the algorithm are feasible.In the paper, the decision making models and methods of hazardous material in certain environmental or uncertain environmental could help the government supervision and management department choose route.
