Research On The Necessity And Path Framework Of Quota System Reform Under Market Mechanism

Economic restructuring refers to the reform of the national economic management system and management mode that do not adapt to the development of social productive forces in accordance with the objective law that production relations must adapt to the nature of productive forces.This principle is also applicable to the construction industry.One of the focal points of economic restructuring is the reform of the price system,allowing the market mechanism to gradually play its role in order to improve the efficiency of resource allocation and establish a new pricing mechanism based on market prices.So,the reform of quota system is imperative.Based on the characteristics of quota system and market mechanism,this paper studies the conflict between quota system and market mechanism,and puts forward the way of market-oriented reform of quota system according to the law of production relations adapting to the development of productive forces.(1)Starting from the expression form of quota,the index system,control system and legal system of quota are systematically analyzed,and the limitations of the system are put forward.(2)According to the price nature of basic production factors of construction industry(including labor cost,material cost and machinery use fee)and according to the classification of "Price Law",it is clear that the above related expenses belong to market regulated prices,and the pricing power belongs to the operators participating in market competition.(3)Based on the analysis of the actual price system in the current construction market,it points out the existence of dual price mechanism.Between the employer and the contractor,there is a pricing mechanism,and between the contractor and the basic element supplier,there is a market pricing mechanism.Starting from the market mechanism of price,supply and demand and competition,this paper puts forward the pressure brought by dual price mechanism to the normal operation of construction market and industrial upgrading.(4)According to the above analysis and combined with the basic principles of market reform,this paper puts forward the path reform thinking of reforming the pricing power of basic elements,perfecting the competition mechanism of the construction market,and strengthening the overall constraint mechanism of the construction market.
