| Due to the persistent severe drought in the agricultural irrigated areas at Wutu Street in recent years,the current status of water resources and water supply facilities in the region is seriously insufficient,and the basic water demand for agriculture cannot be met.The output of farmland is reduced or even eliminated,and the agricultural output and farmers’ income are sharply reduced.It is against this background that Changle County will make full use of the water source conditions of the Nanzhai Reservoir in the region,build a new emergency water supply project,alleviate the drought in the agricultural irrigation area,and ensure the basic water demand of agriculture.The construction objectives and contents of the project are in line with the emergency water source engineering requirements.In order to reduce the investment risk and provide reference for the project decision makers to make the final decision,this paper uses the literature data method,the case analysis method,the combination of qualitative and quantitative methods to explore and analyze the feasibility at Wutu Street water extraction project in Changle County.Firstly,by studying the relevant literatures on domestic and international water extraction and project feasibility studies,it is found that there are many projects in China,but there are few studies on small-area water diversion irrigation at home and abroad,and many projects have not made feasibility study reports beforehand.Blind investment and construction,investment risks,leading to the failure of investment projects;then through the investigation of water resources in the project area,determine the necessity of the construction at Wutu street water extraction project in Changle County,compare the two water extraction schemes,For comprehensive comparison,the recommended scheme 1 is taken as the overall layout plan of the project.And study the construction content and construction design of the first plan.The feasibility study of the project is carried out from three aspects:technical feasibility,analysis of water supply and demand balance,and reliability of drought-resistant emergency water source.Finally,comprehensive feasibility analysis of the project is carried out,from project investment estimation and fund raising,and drought relief.The feasibility analysis,national economic analysis,and environmental impact analysis demonstrate the feasibility of the project.Through the above feasibility analysis of the project,the following conclusions were obtained:The project will take water from the Nanzhai Reservoir through the emergency water supply project to solve the irrigation water of 2,600 mu of farmland at Wutu Town.The water ecological environment in the project area will be improved and restored,the irrigation benefit area of the farmland will be increased,and a certain water supply benefit will be generated.The economic evaluation calculation can obtain 152.60 in addition to the social surplus that meets the social discount rate of 8%.The excess surplus of 10,000 dollar,from the perspective of economic evaluation,the project is economically reasonable and feasible.At the same time,the infrastructure of the project area will be further improved,improve the quality of regional waters and water ecological environment,enhance the taste of the city,create suitable and livable homes,and increase the potential for land appreciation. |
