In order to make the maximal benefit of water resource in society, economy and environment fields, there are several problem urged to be solved in water resources distribution. In this paper, according to the stable development theory, the author choose the Tuojiang basin as a research object on studying the water resource distribution.Base on stable development theory , according to expatiate the four aspects, water supply, water demand, water saving and water protecting of distributing process in any basin, the author establish a model for dispatching water resource in valley and put up several schemes. Then use Analytic Hierarchy Process (AHP) to estimate theses schemes , and chose one as recommended plan, and offer several advices for the next ten years. The MIKE BASIN software is based on the Arc View GIS software, and offers technical support of basin water resource management, through reasonably predigesting valley, designing optimal arithmetic and setting up principle in supply-demand analysis. The simulation results can be displayed through tables and photographs. It becomes reference method in water resource distribution.The water resource distribution model based on stable development theory concludes the main aspects of dispatching water resource in valley, from bring forward to estimate schemes, has perfect theoretical basis and is easy to manipulate. Combine optimal arithmetic with MIKE BASIN software, the level of water resource management is advanced. Through the practice of water resource distribution in Tuojiang basin ,we achieve good results.
