Under the background of China’s electric power system reform,the reform of electric power in 2015 and May 2019 issue of[2019]no.897("power transmission and distribution pricing regulation method ")affected the power grid enterprise assets accounting,thus affect the power grid project cost accounting,and in the power grid project cost accounting and management in our country are rarely innovation and change,less involved in the research of this aspect.At the same time,as an important modern facility,the power grid project,in the traditional cost accounting and control,separates the early preparation stage,the construction implementation stage,the operation and maintenance stage and the disposal stage of the power grid project from the internal relationship,which cannot achieve the purpose of considering the whole life cycle cost.Therefore,we should not only pay attention to the total cost of the power grid project life cycle,but also adapt to the policy and the actual situation,and embody the scientific and sustainable development.Then,by using the system dynamics,considering the impact of power reform and the integrity of the whole life cycle of power grid engineering,a causal relationship model of the costs in each stage of the whole life cycle is established,and the interaction mechanism of the costs in each stage of the whole life cycle is analyzed.Finally,this paper takes the 110kV power transmission and transformation project of A power grid enterprise as an example to simulate the life-cycle cost of the project from 2015 to 2038.And based on the key factors affecting cost accounting in the reform of electric power,set up multiple scenarios are the key factors of cost of LCC(static and dynamic),LCCA,initial investment and operation maintenance(static and dynamic),waste disposal(static and dynamic)and other key indicators of output analysis,cost management strategy and policy Suggestions,provide the basis for the LCC cost control.From the three aspects of cost accounting system construction,key index control,and transmission and distribution cost pricing mechanism improvement,the paper provides theoretical basis and practical reference for the cost accounting and cost management of electric power enterprises.
