| As an important base for energy application technology research,the Enterprise State Key Laboratory,in energy field,is the main scientific and technological force for China’s energy technology innovation and the energy revolution.The energy industry has the characteristics of large investment,multiple connections,long cycles,and strong inertia.Using the same set of performance evaluation indicators to evaluate the performance of enterprise state key laboratories in all fields is not conducive to long-term planning of the energy technology system.Therefore,it is necessary to build a set of performance evaluation index system that complies with the enterprise state key laboratories in energy field.Scientific research bases are different from pure for-profit organizations.For performance evaluation,more emphasis is placed on the organization’s achievement of strategic goals.Therefore,this paper analyzes the problems existing in the construction of the Enterprise State Key Laboratory and the characteristic requirements of energy technology innovation,and uses the balanced scorecard to decompose the strategic goals of the organization on its four levels,starting from the effectiveness of the input and output of the system.Set up a comprehensive performance evaluation index system that conforms to the research discipline of energy disciplines.The AHP-entropy weight method was used to determine the comprehensive weight of the indicators at various levels,and an evaluation model combining a cone ratio data envelope analysis method and TOPSIS was constructed.Effectively makes up for the shortcomings of traditional data envelopment analysis without weights and the inability to rank effective decision-making units.At the same time,the obstacle factor diagnosis model is used to calculate the obstacle levels of indicators at all levels,and the main indicators affecting organizational performance are analyzed in detail,which provides a clear direction for the improvement of organizational performance.Based on the results of empirical analysis,it can be seen that the overall performance level of the Enterprise State Key Laboratory in China’s energy sector is low,and there are obvious imbalances in development under different research directions.This article puts forward different suggestions for improving the specific situation of each laboratory. |
