The Study On Public Transportation Management Of Water Passenger Ships In Guangdong Province

In recent years,major water traffic accidents involving passenger ships have occurred both at home and abroad,causing great concern in society.The safety supervision of water passenger ships has always been the focus of the supervision of MaritimeSafetyAdministrations.Regarding not only there are many ship types and operating modes for water passenger ships,and the difference between different shipping companies on their capabilities,levels and the safety status of operating ships,but also the uneven level of crew on water passenger ships,the implementation of safety supervision presents challenges.As a means of transportation,water passenger ships meet the basic travel needs of the people and provide social public services.They are an integral part of the city’s comprehensive transportation system.At present,the government and its relevant departments have implemented supervision on water passenger ships in terms of public policy,fiscal taxation,safety supervision,etc.Public transportation management,as a management method and means,can become the goal of government policy choices,and an effective way to improve the safety management of water passenger ships.Based on the theoretical basis of new public service theory,public service equalization theory,safety management theory,this paper studies the current situation and experience of public transportation management of water passenger transport ships at home and abroad,as well as the current literature status of relevant research at home and abroad.Through research,data collection,etc.,it analyzed the public transportation management status of typical water passenger ships in Guangdong,including water buses and ferry boats,and summarized the problems and causes of the public transportation management of typical water passenger ships in Guangdong.On this basis,using the theories and concepts of public services,starting from meeting the basic travel needs of the people,improving the government governance system and governance capacity building,optimizing the formulation and implementation of government policies,and promoting the stability of water traffic safety,this paper tries to put forward some corresponding suggestions and measures,for improving the operation of ferry boats and water buses,which are typical of Guangdong water passenger ships,and improving safety management for water passenger ships.The main conclusions of this paper are as follows:(1)Bystudying the policy options adopted by the government in promoting the safety management of water passenger ships,to solve the current contradictions and problems in the development of ferries and water buses that affect the government’s provision of public services and implementation of public management.And put forward some suggestions.First,incorporate ferry boats in water network areas into urban public transport management,and the preliminary system design and necessary safeguard measures were proposed.Secondly,Improve the government’s public service capabilities and guide the scientific development of water buses in Guangzhou and other places,including planning and reviewing revisions,increasing financial subsidies,eliminating old ships,and improving public transport and tourism functions.(2)On this basis,suggestions are made to strengthen the safety management of Guangdong water passenger ships.Including:formulating and improving navigation rules in different waters according to the characteristics of the water network area,establishing and improving the safety management system of ferry companies and shipping companies by classification,providing better public services to helpcrew members improve their safety management awareness and level,strengthening the research on public transportation and safety management of water passenger ships,and improving safety management and emergency responserescue mechanisms for water passenger transportation.This research focuses on unifying different types of water passenger ships under the perspective of government public policy choices for analysis and research,and respectively sum marizes the respective problems and causes in the management of public transportation,and gives ideas to solve these problems and causes.It is expected to provide public policy and public service solution ideas for promoting the public management of Guangdong water passenger ships and overall improving the safety management of Guangdong water passenger ships.
