With the completion of the 45-kilometer coastline on both sides of the Huangpu River and the vision of "Shanghai to build a global outstanding city",Shanghai is committed to building Pujiang tourism into the "first local tourism brand".Located in the 11 nautical mile waters in the core area of the Bund of Huangpu River-Lujiazui,it is called "Nanjing Road on the Water" with dense ships,lights on both sides and beautiful scenery.and its passenger traffic accounts for 90% of the entire Huangpu River's passenger traffic.While ensuring the healthy development of passenger ships on the Pujiang River,ensuring the safety of passenger ships has always been the top priority of maritime supervision.I have collected,read and sorted out relevant documents and works such as the status and existing problems of the public management of water passenger transportation on the Huangpu River,the status of domestic and international water passenger transportation and public safety management research,etc.,and checked the documents and work accounts of maritime and related shipping companies.Combining with the current situation of Huangpu River water passenger transportation management,we use data and cases to analyze the deficiencies of Huangpu River water passenger transportation safety management in terms of people,ships,environment,management,etc.,and analyze the reasons for the deficiencies,apply safety management theory,The new public service theory,from the perspective of the Huangpu River water passenger transportation safety management department,puts forward countermeasures and suggestions for strengthening management,using advanced technology and equipment to further enhance the modernization level of maritime supervision;"staggered sailing" during peak hours;regular water passenger transportation on the Huangpu River Safety inspection of ships and terminals.Strictly implement safety supervision and management of water passenger transportation.Further standardize the safety management of water passenger transport enterprises,ships,and tourists;build a number of practical measures such as the Huangpu River water passenger emergency protection system.We hope to provide new ideas and methods for the safety management of Huangpu River water tourism.On the basis of effectively improving the brand competitiveness of Huangpu River water tourism,combined with the maritime department passenger safety management,we propose environmentally friendly Pujiang tourism development feasibility recommendations.Makes the tourist terminal layout reasonable,standard operating behavior,total control,and orderly development.In order to build a local tourism brand and enhance market competitiveness,it will help promote urban function enhancement and cross-strait optimization and transformation,and drive the development of related industries to form economic growth points.
